정책결정, 증거 그리고 활용 -연구경향과 제언- = Evidence and Its Use in Policy-Making: Research Trend and Suggestions

This study questions the assumption that use of evidence in policy-making is an automatic activity. It rather argues that an intentional action and certain conditions are needed for use of evidence in policy-making. It has been argued that improving the quality of policies needs to be based not on conventional rule of thumbs or political judgements, but on policy-related information for a long time. This line of thoughts can trace back to the rationalistic bias in the era of modern science. Past studies, however, show a different reality, that is, there is a big gap between our expectation and reality regarding use of evidence in policy-making. Therefore, a systematic understanding and rigorous research are required about the factors affecting use of evidence in policy-making as na way of narrowing down the gap. In this regard, this study examines three models of knowledge utilization(i.e, rational actor model, organizational interest model and communications model), which are expected to provide a conceptual framework for accounting for the mechanism of why and how policy makers use evidence. Since this study relies, in large measure, on content analysis of existing literature in related fields (mostly knowledge utilization), it is in nature exploratory, and readers are, thus, advised to be discreet about the implications of this studies. Rigorous empirical studies are strongly expected in the near future.
