일본 아베 정권의 집단적 자위권과 중국 = 대중 억지 그리고 NO.2의 욕망

국문 초록 (Abstract)

최근 일본 아베 정권의 집단적 자위권 행사 결정이 일본 국내는 물론 국제사회의 뜨거운 이슈로 떠 올랐다. 아베 정권이 집단적 자위권 행사가 필요한 근거로 빈번하게 강조한 것은 다름 아닌 중국에 대한 억지력 확보였다. 하지만 국내 여론이나 전문가들은 주로 일본의 집단적 자위권 행사가 한국에 미칠 부정적 또는 긍정적 영향에만 관심을 갖는 경향이 있다.
우선 집단적 자위권 행사의 내용은 무엇이며 이로 인해 미일동맹은 어떻게 변모하게 되었는지를 개괄한다. 집단적 자위권 행사는 극히 제한적 허용이었음에도 불구하고 미일동맹의 역사적 전환점을 이루는 것이었다(Ⅱ절). 다음으로 아베 정권이 어떠한 대중 억지의 구축물을 만들고자 하는지를 살펴본다. 미일동맹 강화를 통한 대중 억지는 방기의 공포라는 요인으로 설명할 수 있으나 이는 충분조건은 아니었다(Ⅲ절).
그 다음에는 아베 정권이 가장 역점을 두고 있는 대중 억지의 문제점을 검토해 본다. 미일 양국과 중국 사이의 안보딜레마의 가능성, 역내 지정학적 단층을 조장할 우려 등을 제기할 수 있다(Ⅳ절). 한발 더 나아가 아베 정권이 자국 방위를 넘어 미중 간 전략 경쟁에 적극 뛰어든 이유를 분석한다. 샌프란시스코체제 유지, 미중 접근에 대한 공포, 그리고 역사수정주의라는 요인으로 설명을 시도한다(Ⅴ절). 마지막으로 우리는 미중일 전략경쟁에 대해 어떻게 대응하는 것이 바람직한지를 논해보겠다.

다국어 초록 (Multilingual Abstract)

For the past two years, the Shinzo Abe Cabinet in Japan has successfully reinterpreted Japan’s constitution to end the ban on allowing its military forces to exercise the right of collective self-defense (CSD), which has sparked hot debates for and against Abe Cabinet’s security policy from both domestic and international parties. Despite Tokyo’s frequent emphases on the need of a stronger US-Japan alliance as a deterrence to China, Koreans tend to solely focus on whether it will lead to a negative outcome for the Korean peninsula or not.
This article is an attempt to highlight four critical topics. First, the article overviews the political and diplomatic process in gaining approval of CSD, as well as its policy substances. Second, it examines the Abe’s newly emerging security architecture, which is mainly designed to cope with the rise of China. The third part, in particular, tries to identify a couple of limitations of Tokyo’s deterrence policy against China, such as the security dilemma between the US-Japan alliance and China, the geopolitical fault line among East Asian countries, etc. The last part goes further by answering the question of why Abe Cabinet is aggressively joining in an American-Chinese geo-strategic competition. Several factors, including Abe Cabinet’s obsession over the so-called San Francisco system, fear of the American-Chinese relationship bypassing Japan, and adherence to its historical revisionism, are available to justify Abe’s actions.
