Collective housing consist of 70 percentage of the types of housing that exist in our country. Collective housing management is purported to many problems in community life of the residents. Sometimes corruption and irregularity of organization of resident representatives has occured since most of collective housing conclude all matters through their own audit process. Collective housing management act was separated from the Housing Act in 2015. The purpose of this act is to contribute to the people`s residential stabilization and the elevation of residential standards by prescribing matters necessary to manage the housing. and It defines basic legal relationship and act that regulates maintenance of apartment housing and community life in the institution among collective building. The term collective housing means housing with a structure wherein each household jointly uses all or part of the walls, hallways, stairs, and other facilities, etc. of a building, may reside independently respectively within one building. Organization of Resident Representatives is the organization of decision making for the management and supervision of collective housing. But the abuse of its powers directly involved in executing on the management of houses causes the fundamental problems. preventing Representatives from abusing power with checks and balances both sides must collaborate in performing their legal and legitimative duties and must prevent illegal or unfair acts by revising collective housing management act. Tthis thesis pointed out several problems of current Management by the organization of resident representatives and proposed the improvement of the system by analyzing related laws such as collective housing management act.
