중국의 부동산등기절차 및 본인확인제도 -법제교류지원 관점에서- = Real Estate Registration Process and Identification Assurance System in China -Viewpoint from Legal Collaboration Assistance-

In China, Real Estate Registration System had been regulated in Property Law with a purpose of uniform operation of the system. However the system was not operated with properly. Uniform Real Estate Registration System has been operated since March 2015 when 「Real Estate Registration Executing Regulation」 was enacted. One of the major issues operating the Uniform Real Estate Registration System is to make and develop sincere Identification Assurance System, which would make great effect on reliability of the Real Estate Registration System. In Korea, there had been several legal and policy debates and discussions about developing and enhancing Identification Assurance System on Real Estate Registration Applicant or interest holders. Implications from the Korea`s legal development experience applying to the Chinese Identification Assurance System would be explored with the view point from legal collaboration assistance. It is necessary to share Korea`s legal development experience related to Real Estate Registration System with China by participating in development of Real Estate Registration System in China as a way of assisting legal collaboration focusing 「Real Estate Registration Act」 to target country such as China, which is a similar way that the Japan`s Legal Assistance Contact Association had performed. To do this, it is necessary to identify China`s Authority charging of real estate registration and assist the authority with Korea`s legal development experiences consistently. Based with the condition precedents, it is necessary for link the legal collaboration assistance on Real Estate Registration System in China with Official Development Aid performed by Korea, or establish international collaboration study and legal information interchange system on this issue.
