1969-74년 시기의 독일연방공화국의 독일정책(Deutschlandpolitik)과 CSCE = The “Deutschlandpolitik 1969-1974” in Federal Republic of Germany and CSCE

국문 초록 (Abstract)

본고는 전후 독일연방공화국의 독일정책을 살펴보고 특히 1969년에서 74년까지의 동방정책을 중심으로 당시의 독일정책과 동방정책이 유럽안보회의와 어떠한 유기적 관계를 가지고 있는지를 분석했다. 아데나워의 동방정책은 ‘떳떳한 서구의 동반자’로서 독일의 위치를 공고히 다져나가며 서구에 신뢰를 주는 것이었다. 또한 독일문제에 있어서 독일의 분단을 임시적인 것으로 간주하고 독일민주공화국의 실체를 인정하지 않았다. 이에 반해 브란트의 동방정책은 독일민주공화국을 사실상 승인(de facto)하고 독일연방공화국의 단독대표권을 포기한다. 또한 전후의 국경선을 잠정적으로 인정함으로써 소련과 동구권에 신뢰를 주려했다. 브란트는 유럽안보회의를 주장하는데 본래 유럽안보협력회의는 1950년대 초부터 소련 측이 미국과 서방의 유대를 막고 유럽의 현상유지를 목적으로 제안한 것이었다. 소련 측은 이러한 유럽안보협력회의에 있어서 북미의 참여를 고려하지 않았다. 그러나 1960년대 후반부터 있었던 미국의 월남전 개입문제와 소련의 체코 사태 및 중소분쟁 등의 일련의 상황들은 양 초강대국의 데탕트 논의를 가능케 했다. 이러한 데탕트의 합의 속에서 브란트의 동방정책은 현상유지정책을 추진하면서 동구권과의 관계 개선과 유럽안보협력회의에 적극적으로 나섬으로서 1970년대 초반의 유럽의 평화질서 구축에 매진하려 했다. 유럽안보회의는 유럽의 현상유지를 공고화했으나 유럽의 평화구현에 기여했다. 본고는 동방정책의 성격을 규명하고 유럽안보회의와 독일문제의 연관관계를 규명하고자 한다.
