국민연금개혁의 정치경제학

국문 초록 (Abstract)

본 논문에서는 한국의 국민연금제도가 갖는 재정위기를 극복하고자 마련되었던 각종 연금개혁안에 대한 경제적 분석을 하기 보다는 그동안의 연금개혁 시도가 왜 실패하였는가를 분석하는 정치경제학적 접근을 시도하였다. 특히, 연금개혁의 실패원인으로 개혁안 자체의 내용보다는 개혁시도과정에서 나타나는 여러 이해당사자들의 정치적 이해관계에 주목하였다. 저부담 고급여의 구조적 문제와 급속히 진행되는 고령화에 대비하여 국민연금 구조를 개혁하려는 수차례의 시도가 실패하게 되는 과정을 정리하고 그 실패원인을 분석하였다. 주요 실패원인으로서는 이해당사자간의 갈등, 비전문적이고 근시안적 접근, 정보왜곡, 정치왜곡 등을 제시하고 이에 대한 구체적 사례를 분석하였다. 이러한 실패원인분석을 통해 국민연금개혁의 성공을 위한 과제를 제시하였다. 즉, 탈정치적이고 탈정권적인 연금개혁추진위원회를 구성하여 앞으로의 연금개혁안을 중립적인 입장에서 지속적으로 추진할 수 있도록 보장하거나, 국제컨설팅을 통한 객관적이고 정치중립적인 연금개혁의 방향을 제시하는 것을 과제로 제시하였다.

다국어 초록 (Multilingual Abstract)

The national pension system in Korea now confrontsa severe financial crisis due to two major reasons; firstly Korea maintains the unreasonable structure of 'Low contribution-High Benefit'and secondly Korea expects the most rapidly progressing population aging in the World. This paper attempted a political economic analysis of the reason why Korea has failed in several pension reform attempts. The failure may be attributable to the conflicts between the interest groups regarding the pension reform rather than the content of the reform proposals. The myopic views of the interest groups and the informationdistortions or asymmetry can also be regarded as major causes of the failure. As conclusions, this paper suggested the organizationof the politics-free and distortion-free pension reform committee and the consultation from the international organization which has a specialty in pension reform.
