입지 특성에 따른 일반산업단지의 입지유형 분류 및 개발계획 분석 연구 : 충청남도 비도시 지역 내 개발사례 중심으로 = Typological approach to the analysis of location and site plan for the general industrial complex

국문 초록 (Abstract)

‘60년대 이후 경제 개발을 위한 산업 기반 조성을 위해 국가 주도로 산업단지가 개발되기 시작하였다. 산업단지는 당시의 경제개발의 중핵적 역할을 담당하면서 국가 경제성장 기반으로서 큰 역할을 하였다. 이러한 산업단지중 산업의 적정한 지방 분산을 촉진하고 지역경제의 활성화를 위하여 일반산업단지는 수도권과 각국으로 수출이 용이한 충청남도에 주로 분포하고 있다.
본 연구는 산업단지의 개념과 역할 및 필요성, 개발계획의 주요내용등의 정의를 정리하고, 충청남도의 입지 여건과 산업경제여건등을 조사하였고,각종 문헌조사와 충청남도 내 비도시 지역의 일반산업단지 개발계획의 사례를 조사하고 산업단지 개발계획의 전문가들의 설문 하였으며, 그 분석된 결과로 입지 특성에 따른 산업단지의 입지 유형을 분류하였다. 또한 일반산업단지의 개발계획내용 중 지구 구역계 설정, 토지이용계획, 교통처리계획, 유치업종 선정 등을 분석하였다.
분석 결과 일반산업단지의 구역계의 설정은 배후도시의 노동력과 산업단지와 경제의 큰 영향을 받으며 지형의 특성에 따른 설정이 필요로 하며, 토지이용계획은 최근 사회적 중점으로 떠오르는 자연환경보존을 우선적으로 계획한다. 교통처리계획은 지역의 고속도로와 철도, 항구 등의 접근성을 통한 인근 시·군의 연계성 있는 교통망계획이 주가 되며, 주요 유치 업종은 지역특성과 주력업종을 최대한 활용하며, 차세대 성장원동력이 되는 업종과 당내 지역의 주력산업을 위주로 선정하는 것으로 분석 되었다. 본 연구는 지형 및 수계 분석, 문헌 조사, 언론 검색 등을 통해 다각도로 검토하였고, 일반산업단지 개발계획수립시 지역의 입지를 특성에 따른 설문을 통한 분석을 하였지만 개발계획의 추가적인 내용에 관한 연구가 요구되며, 연구를 통해 친환경적인 계획을 유도하고, 단순 공장 밀지지역이 아닌 하나의 생활권으로써 단지내 거주인과 산업입지에 따른 지역 경제의 활성화 방안 등의 연구가 추가로 요구된다.

Industrial complexes began to be developed through initiations by the government in order to establish industrial foundations aimed at economic growth since the 1960’s. Industrial complexes played enormous role as the basis for national economic growth by playing the core nucleus role in the economic development at the time. Among such industrial complexes, general industrial complexes are being distributed mainly in the Choongchungnam-do for which shipment and export to the capital regions and to overseas countries in order to accelerate appropriate level of decentralization of industries into the regional areas and to activate regional economy.
This Study consolidates the concept, role and need of industrial complexes as well as detailed exposition of key contents of development plans, and surveyed the locale circumstances and conditions of industrial economy of Choongchungnam-do. Furthermore, this Study has executed various literary examinations, examined cases of development plans for general industrial complexes in non-urban regions within Choongchungnam-do, and surveyed specialists on the plans for development of industrial complexes. Using the results of the above analysis, types of the location of industrial complexes according to the characteristics of the location were categorized. In addition, setting of regional district system, land usage plan, traffic processing plan, and selection of business categories to be enticed for tenancy within the complexes among the development plans for general industrial complexes were analyzed.
The results of analysis illustrated that setting of district system of general industrial complexes is substantially affected labor force available and industrial complexes in the surrounding cities, and economy, and needs setting in accordance with the topographical characteristics; land utilization plan must consider preservation of natural environment, which is being highlighted as the core social issue recently, as the top priority; traffic network plan that is linked with the neighboring cities and municipalities through accessibility to highways, railroad system and harbors of the region must play the core role in the plans for traffic processing; with regards to the business categories to be enticed for tenancy within the complexes, selection should be made by maximally utilizing the regional characteristics and business categories to be focused on, as well as by concentrating on the business categories that are the next generation growth engines and the key industries in the corresponding regions. Although this Study made multi-faceted reviews through analysis of topography and water systems, examination of literatures, and mass media search, and analysis of the characteristics of the location of the region was made through survey in accordance with its characteristics at the time of establishment of development plans for general industrial complex, research on the additional contents of the development plan is required. Furthermore, inducing of environment-friendly plan through research as well as research on the means of activating regional economy in accordance with the residents of the complex and positioning of the industry with the industrial complex as a sphere of life rather than simply as a clustered area of factories are additionally required.
