住宅再開發事業의 效率的施行方案에 관한 硏究 = A Study on the Efficient Implementation Plan for the Housing Redevelopment Project

In Korea, passing through liberation, war, sudden industrialization and urbanization, the problem of inferior housing has arisen as one of the most serious problems in big cities, especially in Seoul. The housing redevelopment project that has been implemented to solve the outworn and inferior housing problem has become an important method to rearrange the established town and provide new houses. The housing redevelopment project has positive aspects as providing more houses and improving the city view, however, it failed to achieve its original goals which are to use the land rationally and effectively, to recover the function of the city and to promote the welfare of dwellers, and it is considered as targets for land speculation. The purpose of this study is to understand the housing redevelopment project which has been implemented until today, to know the problems specifically, and therefor to suggest the efficient implementation plans for the housing redevelopment project in order to help the achievement of the real goals of the housing redevelopment project. In this study, firstly, we examined the present condition of promotion of the housing redevelopment project and secondly, the problems of the promotion Lastly, we suggest the efficient implementation plan for the housing redevelopment project.
For the above mentioned, we defined the terminology for housing redevelopment and examined the organic relationship between the project and other systems by inquiring the phase of housing redevelopment project in law system, associated laws and project implementation process, and also considered application plans of housing redevelopment system implemented in other countries. Also, we examined the present condition of the housing redevelopment project promotion progressed in Seoul and analysed its actual state.
We examined the problems of housing redevelopment project and solutions for them in the aspects of society and economy, system application and city planning. In the aspects of society and economy, we found problems such as low rate of settlement of original dwellers, insufficient measures for tenants, inadequate regulations for setting up temporary accomodations, speculation by allowing resale. In the aspects of system application, the lack of diverse manner of redevelopment project, obscurity of district assignment, long project period, size regulation and self-imposed of price, Manhattanizing and overcrowding, complicated administrative process are found and in the aspects of city planning, destruction of city environment and view by Manhattanization are pointed out.
Solutions for the above mentioned problems are as followed. In the aspects of society and economy, it is needed to construct small size housing agreeable to the original dwellers' economic power and provide them with rental apartment after right compensation and for tenants, more rental apartments construction is to be supported by the National Treasury and for original dwellers more temporary accomodations is to be provided. Also, systems to regain the development profit, such as reconstruction are needed. In the aspects of system application, the manner of redevelopment project is to be diversified, and the standards for district assignment are to be specific and precise, and project period is to be shorten. Also, elimination of size regulation and relaxation of the floor space index restriction by applying the reorganization promotion district method, and simplification of the administrative documents should be considered. In the aspects of city planning, project connected with city planning and city growth strategies should be promoted and diversification of apartment construction by inducing various development and design methods is needed.
In order to implement the efficient plan suggested in this study, relevant government office should eliminate the contradictions applied in related laws and reorganize the irregular systems rationally for the long term goal, and should have balanced viewpoint to the housing redevelopment, listening to the dwellers demand and also considering public good.
