잠실 저층주거지 슈퍼블록의 계획과 의미 - 토지구획정리에 의한 근린주구 주거지계획

국문 초록 (Abstract)

잠실 저층주거지 슈퍼블록은 일제강점기 이후 도시개발의 주요수단이었던 토지구획정리기법을 사용하면서도, 서구에서 도입한 근린주구의 물리적 계획을 실현하고자 시도했던 독특한 한국적 도시계획의 사례라 할 수 있다. 근대화과정에서 도시계획을 실현하는 개념과 방법으로서 토지구획정리, 용도지구제, 근린주구론, 슈퍼블록은 시대를 달리하여 등장하여 한국의 주거지계획에 일정 부분 영향을 끼쳐왔는데, 잠실지구에서는 종합적 도시계획을 수립하여 도시계획수단들의 통합을 시도하였고 저층주거지 슈퍼블록에서 이들이 하나의 슈퍼블록 단위로 종합되었다고 볼 수 있다. 잠실 저층주거지 슈퍼블록은 서양의 교외주거지블록과 같은 근린주구계획을 구현한 것은 아니었지만, 당시 현실적인 도시계획의 수단이었던 구획정리방식의 제약 속에서 설계개념을 도입하여 루프형 가로망, 경계의 둘러쌈과 모서리의 폐쇄, 커뮤니티센터와 녹지체계 등 근린주거지 계획적 장치들을 고안하였다. 잠실 저층주거지 슈퍼블록은 구획정리사업 주거지에 종합적인 도시계획에 의한 근린주구계획을 도입한 사례로서 한국적 주거지 슈퍼블록의 진화과정을 보여준다.

다국어 초록 (Multilingual Abstract)

Jamsil low-rise residential superblock is a unique instance of Korean urban planning in that it used Land Readjustment technique, a traditional means of urban development since the Japanese colonial era, while realizing Western-originated physical plan for Neighborhood Unit. The modernization during and after the Japanese occupation has introduced urban planning concepts and principles such as Land Readjustment, Zoning, Neighborhood Unit Theory, and Superblock in different times, and they all have influenced on Korean residential planning to some extent. However, they were used fragmentarily and never synthesized in urban planning. In Jamsil district, a comprehensive urban plan was commenced as an attempt to integrate three different urban planning concepts, and Jamsil low-rise residential superblock synthesized these heterogeneous elements within a superblock. Even though Jamsil low-rise residential superblock was not a faithful implementation of Neighborhood plan of Western suburban residential superblock, its design concepts and such devices as loops, closed corners, community centers, and green planning, all planned under the restriction of Land Readjustment had nevertheless something in common with the Neighborhood plan. As a Neighborhood residential superblock planned by comprehensive plan and carried out by Land Readjustment technique, which was a realistic method of urban planning of the time, Jamsil Low-rise residential Superblock clearly shows a evolution of Korean residential superblock.
