National/public-owned lands are a part of national/public-owned assets, but they need more efficient and strict management as they are significantly greater in economic and monetary value compared to other goods or properties, the fundamental of material measures commonly used for public administration, and an important source of national income. In case of Gangwon-do Province, where 37% of nation-owned lands in Korea are located, efficient management of national/public-owned lands is even more necessary in order to use the national/public-owned lands for the local development projects in the future.
Metropolitan governments (metropolitan cities/provinces) and local governments (cities/towns/districts) have operated various public administration systems for the efficient management of national/ public-owned lands, such as KLIS (Korea Land Information System), cadastral administration system, Saeol administration system, non-tax income system, and D-Brain, but many problems have occurred with the development of various administration systems as the officers had to learn each system to manage the national/public-owned properties and the administrative work has become more complicated and redundant.
In case of the space information system for the administrative work, it provides separate database for each individual division, making it difficult to share the space information, and the redundant database and management of space information lower the efficiency of administration. The databases also show inconsistency of resources and the systems are not efficiently linked, causing the officers to work on each system separately in order to process a task. In order to resolve these administrative problems, it has been required to build a system to share the space information infrastructure for the efficient management of national/public-owned lands and to improve the space information system for the use of space data.
Under these circumstances, Gangwon-do Province built the national/public-owned land management system for the linked use of space information and administration information for the first time in the local government in 2012, and attempted to improve the national/ public-owned land management system by linking the administration information with the space information. As a result, the administration infrastructure systems built by the central government (Ministry of Land, Transport, and Maritime Affairs, Ministry of Security and Public Administration, etc), including KLIS, cadastral administration system, Saeol administration system, non-tax income system, and dBrain, were linked to build an efficient national/ public-owned land management system for Gangwon-do. However, the architectural administration system to access the architectural structure register has not been linked and other systems still need to be linked for efficiency.
This study identified the current circumstances and problems of the national/public-owned land management system in operation to search for its improvement measures and link it to other systems for the development of Gangwon-do’s national/public-owned land management system. The ultimate goal was to link each system used for the Gangwon-do’s efficient management of national/public-owned land properties.
By improving Gangwon-do’s national/public-owned land management system, it could be used as the infrastructure system for Korea’s national/public-owned land management system and linked to other systems for further development in various other areas besides the management of national/public-owned lands.
