지구화와 아프리카의 개발안보지역주의: 대륙적 지역주의(AU/NEPAD)와 소지역주의(SADC/ECOWAS)의 상호연계성을 중심으로

국문 초록 (Abstract)

본 연구는 탈냉전 이후 가속화 되고 있는 지구화 속에서 아프리카 국가들의 개발안보와 지역주의를 통합 및 연계하여 (신)지역주의 차원에서 개발안보 지역 거버넌스가 어떤 양상, 유형 및 접근방식을 취하여 발전되어 왔는지를 살펴보는데 주안점을 두었다.
본 연구는 특히 21세기 아프리카 개발안보 전략의 비전으로 제시된 AU/NEPAD의 평화·안보 거버넌스(peace and security governance), 경제·지역주의적 거버넌스(economic and regional governance), 정치·민주 거버넌스(political and democratic governance)의 커다란 세 가지 틀 속에서 각각의 소지역기구들이 AU/NEPAD의 개발안보 패러다임에 대한 상호협력 시도와 노력의 성과 및 한계를 분석·고찰하는데 주된 목적을 두었다.
사실 아프리카발전을 위한 신파트너쉽(NEPAD: New Partnership for Africa's Development)과 아프리카연합(AU)이 21세기 초입에 새롭게 등장하게 되었는데, 이는 궁극적으로 1994년 아부자 조약(Abuja Treaty) 체결을 통해 제안된 아프리카경제공동체(AEC: African Economic Community) 구상을 시현하기 위한 주춧돌(building blocks)로 살펴 볼 수 있으며, 상기에 언급한 소지역주의적 기구들은 아프리카 통합을 위한 디딤돌(stepping stones)로써 상호 연계되어 있다. 이는 아프리카 개발안보지역주의의 메커니즘을 분석할 시, 아프리카의 소지역주의와 대륙적 지역주의를 총체적(holistic) 및 통합적(integrative) 차원에서 연구해야 할 필요성을 제기하며, 이에 대한 함의를 본 연구에서 강조한다.

다국어 초록 (Multilingual Abstract)

This study attempted to integrate and link the development-security and regionalism within African countries in the context of globalization in order to examine how and to what extent the development-security regional governance in Africa has development.
In particular, the study tries to look at the research topic within the main frameworks, including peace and security governance, economic and regional governance, political and democratic governance. In doing so, it aims to illiminate the achiements and limitations of interdependent cooperation among continental and subregional organizations related to development-security paradigms.
The creation of AU and NEPAD can be viewed as building blocks to generate African Economic Community (AEC). At the same time, a number of sub-regional groupings are regarded as stepping stones to promote African unity. This emphasizes the importance of holistic and integrative features of research dimensions in studying both African sub-regionalism and continental regionalism.
