중도 지적장애인의 취업직종확대를 위한 관련기관 연계 모형연구 : 제조업 이외의 직종탐색 시범사례 문헌연구 = A Relationship Model among Job-Training Institutions for Increasing Type of Occupation for Students with Moderately and Severely Intellectual Disabilities: Review of Case-Study Literature of Job Development Excluding Manufacture Industry

The purpose of this study is to present a Supported-Employment Model for the people who are related to vocational education of students with moderately and severely intellectual disabilities. Some severely disabled people who were graduated from special schools or special-education classrooms work in sheltered workshops with poor salary of less than 40 dollors a month and the rest are jobless. Also the usual type of work in sheltered workshop is simple assembly manufacturing-work which gives neither satisfaction nor meaningfulness to these people.
The results of a few case studies conducted by the Korea Employment Promotion Agency for the Disabled have been very encouraging. Most samples of the case studies were hired after on-the-job training and post-employment service with the help of vocational rehabilitation workers. The type of employment were human-care hospitals for elderly people, restaurants, car washing, public building maintenance, dry-cleaning and farming. Those jobs were very meaningful and gave satisfaction to the samples of the case studies. The result of those studies showed that the people with moderately and severely disabled wanted to be integrated to general society and to communicate and interchange their feeling with general people as much as possible.
In order to integrate those people into general competitive job market, all professionals related to education for them must cooperate together. The people of Korea Employment Promotion Agency and its local agencies, welfare centers for people with disabilities, vocational rehabilitation centers and special education teachers, special education vocational teachers, and parents of those handicapped people must work together for job-search and successful employment.

국문 초록 (Abstract)

본 연구는 중도 지적장애인들이 대부분 열악한 보호작업장에서 단순제조업에 종사하며 보람을 느끼지도 못하는 상태를 해결할 수 있는 방안을 모색하고자 제조업 이외의 취업직종확대를 목적으로 실시된 시범사례연구를 분석하였다. 연구의 문제는 중도 지적장애인을 위한 직종이 단순조립 혹은 단순제조업 이외의 보람을 느낄 수 있는 일자리는 어떤 직종이 가능하며, 취업 제약요인을 분석하고 그들을 위한 일반 지원고용의 일자리 확대를 위한 연계모형을 구안하는 내용을 중심으로 시범사례들을 분석하였다. 특히 중도 지적장애인에 대한 직종은 단순제조업이 대부분이고 그들에게 적합한 직업은 보호작업장이라고 판단해버리는 관점을 벗어나서 그들도 일반사회에 통합되고 직업에 만족하며 보람된 마음으로 종사할 수 있게 해준 시범사례들을 종합하였다. 연구의 결과를 보면 휴먼케어 직종, 외식서비스, 세차와 같은 일반인과 교류할 수 있는 직종에서 만족감을 느끼고 보람을 느낄 수 있다. 또한 농장에서의 재배를 통하여 정서적으로 안정된 결과를 보여주었으며 공공건물 환경미화, 세탁 및 포장과 같은 업무에서도 몇 개월의 현장훈련으로 충분히 일할 수 있는 능력을 보여주었다. 이 사례들은 고용촉진공단을 중심으로 공단 지방사무소, 장애인복지관, 장애인재활시설, 특수학교, 부모 및 지역 지원자원을 총동원하여 취업과 유지에 성공하였기 때문에 중도 지적장애인이 보호작업장을 벗어나 만족한 지원고용상태의 직장생활을 유지하기 위하여서는 일반인의 의식 개선과 취업관련 지원기관간의 긴밀한 협력과 일반고용에 대한 관련인들의 확고한 의지가 매우 중요하다.
