프랑스 사회연대경제의 도전과 성과

국문 초록 (Abstract)

본 연구는 전 지구적 차원의 경제위기는 현존하는 정치, 경제, 사회 체계에서 현재의 삶의 방식이 과연 지속가능할 것인가와 그러한 위기를 경제논리만 가지고 해결할 수 있을까라는 두 근본적 질문에서 출발했다. 새로운 경제사회 발전의 대안으로 국가가 나서서 수행하는 ‘모든 사람에게 혜택이 돌아가는 경제’, 즉 프랑스의 사회연대경제(ESS, Economie Sociale et Solidaire)의 역사와 현황, 도전과 성공과제들을 살펴봄으로써 자본주의 경제모델을 대신할 대안경제 모델의 가능성을 타진해보고자 하는 시도였다. 프랑스사회연대경제의 기능과 역할을 재평가하는 기회를 갖기 위해 성공적인 결과를 얻은 사회연대경제의 주역들(시민단체, 기업, 정부)의 역할과 임무를 살펴보았다. 그들이 보여준 ‘공유의 사회 경제학 모델’을 움직이는 4개의 프로젝트, 즉 민주적 운영, 사람중심의 경제, 연대적 투자, 자유로운 참여 등의 가치와 실천을 프랑스의 사회경제현장과 베르카메르 보고서를 통해 분석해보았다. 이어서 현재 프랑스 경제의 10%이상을 차지하는 사회연대경제의 활동이 아직 시작단계에 있는 한국사회의 사회적 경제 논의에 어떤 시사점을 가져다 줄 수 있는지를 파악하며, 오늘날 한국사회가 봉착한 경제 및 사회 위기에 대한 새로운 대안을 마련하고, 한국에서의 사회경제의 성공 가능성을 타진해보는데 초점을 두었다. 이러한 연구는 19세기부터 오늘날까지 프랑스사회연대경제에서 정립된 사상적 요소들, 성과의 유형들을 우리에게 적용해보는 계기가 될 것이며, 동시에 불황과 경제 위기에 직면한 한국에서의 대안경제 실험이 계속되어야 하는 이유와 정당성을 제시했다.

다국어 초록 (Multilingual Abstract)

The study started with the two fundamental questions of the global economic crisis : whether the present economic, economic and social system can survive the present life, and whether the crisis can solve the crisis with economic logic. It was an attempt to explore alternative economic models of alternative economic models by examining the history, status, challenge, challenge and success tasks of the French social solidarity economie (ESS, Economie Sociale et Solidaire), an alternative to the new economic and social development. The roles and duties of the social solidarity economy (civic groups, corporations, and governments) were examined to have a successful outcome in order to re-evaluate the functions and roles of the French social solidarity economy.
