중앙정부와 지역주민 간 정책갈등과 조정에 관한 연구 = 강원도 내 4개 댐건설 추진사례를 중심으로

국문 초록 (Abstract)

정부가 추진하는 대형국책사업과 정책들이 정부와 이해당사자 및 시민단체들 간의 갈등으로 표류하면서 사회문제를 야기 시키는 경우가 증가되고 있다. 특히 댐과 같은 비선호시설 입지의 갈등에서는 입지 자체를 꺼리는 지역주민의 반발로 인한 갈등이 보편화되어가고 있고, 댐 사업의 시행자인 건설교통부(한국수자원공사)와 지역주민들 간의 갈등이 점차 커지고, 집단 거부운동으로 확산되고 있다. 그럼 왜 이런 정책과정상의 갈등이 발생할까? 이러한 갈등을 조정할 수 있는 논리적인 방안은 없는가? 본 연구는 이러한 문제의식에서 출발하였다.
본 논문에서의 연구목적은 사례 댐의 추진과정에서 입지의 성공과 실패에 영향을 주는 핵심적인 갈등요인은 무엇인가? 그리고 갈등증폭 요인은 무엇인가? 어떠한 갈등조정과정을 거쳤으며 결과는 어떠하였는지를 심층 분석하여 갈등을 극복할 수 있는 방안을 모색하는 것이다.

다국어 초록 (Multilingual Abstract)

There are increasingly more cases in which social issues are raised as the conflicts among the government, stakeholders, and civic groups suspend large-scale national projects and policies driven by the government. Especially, the conflicts are now naturally expected in determining the location of an unwanted facility like a dam since the locals of candidate areas reject the idea collectively. The conflicts grow bigger and bigger between the Ministry of Construction and Transportation(Korea Water Resources Corporation) that carries out such a project and the local residents. The conflicts often result in collective rejection movements. Then inevitable questions are raised: what are the reasons for such conflicts in the policy process? And is there any logical plan to resolve such conflicts? This study started with those questions.
The research questions of the study in-depth analyzed the core conflict factors to affect the success or failure of determining a location in the dam construction cases, the factors to worsen the conflicts, the processes to resolve the conflicts, and the results. Using those results. the study suggested the ways to overcome such conflicts.
