2008년 헤센 주의 선거와 SPD 내의 노선갈등

국문 초록 (Abstract)

이 논문은 2008년 1월 27일 독일 헤센 주의 선거 과정과 그 후 2008년 11월 4일 있을 예정이었던 주지사 선거가 무산될 때까지 연립정부 협상 과정을 통하여 불거진 독일 사민당(SPD) 내의 노선갈등을 다루고 있다. 이 기간 중 사민당 내의 노선갈등을 시기별로 선거 이전, 선거 후 연립협상 과정, 그리고 SPD 소속 네 명의 의원의 배신 등으로 나누었다. 슈뢰더 정부의 우경화 정책이래로 좌우파 갈등은 계속되었으나, 특히 헤센 주의 선거에서는 유세 과정에서 우파적 핵에너지 정책 대 좌파적 재생가능 에너지 정 책 문제가 갈등의 주된 원인이었다. 아울러 선거 후 연립협상 과정에서는 좌익당의 묵인으로 독색당과 소수 연립정부를 구성하려는 윕실란티의 계획에 대해서 좌경화 우려에 대한 우파들의 불만과 갈등을 논한다. 이 과정에서 헤센 주의 문제를 헤센 주가 스스로 결정하도록 위임하면서 좌익당에 대해 대화의 문호를 열어줌으로써 좌경 정책으로 선회한 쿠어트 벡이 2009년 하원의원 선거를 우려한 우파들의 공격으로 결국 당수직을 사임하게 되고, 우파의 뮌테페링이 자연스럽게 당권을 차지하게 되는 과정에서도 노선 갈등이 영향을 미쳤음을 논하고 있다. 마지막으로 선거 예정 전날 SPD 소속의 네 명의 의원이 사민당의 대표로 주지사로 출마했던 윕실란티를 따르지 않겠다는 기자회견을 함으로써 헤센 주의 정권교체의 기회를 놓치게 한 그 이면에는 프랑크푸르트 공항 확장 공사와 야간비행금지, 그리고 카셀-칼덴 공항 확장 공사와 관련한 좌우 노선갈등이 원인이 되고 있음을 논한다. 그런데 이런 개별적인 사건의 이면에는 2007년 좌익당(die Linke)의 출현과 슈뢰더 정부 시절 연립 파트너였던 녹색당과 함께 만든 ‘아젠다 2010’이 갈등의 주요 배경으로 자리하고 있다는 것이 본고의 주장이다.

다국어 초록 (Multilingual Abstract)

This paper deals with the conflict between the left and the right in the SPD, the oldest German political party. This conflict was revealed through the polls in the state of Hessen and their nogotiationsprocess for the building of a coalition government. An elder statesman of the SPD criticizes Andrea Ypsilanti, the representative candidate of his political party, against her policy of regenerative energy, in consideration of of election pledges. He said worst of all, that I won't select her.
The inensive conflict related to the conversation with the leftextremist German party "Die Linke". Andrea Ypsilanti attempted to build a minority government with the tacit appproval of Die Linke. And Kurt Beck, the president of the SPD, turned his ideological line from the middle to the left, and opened the door to the Die Linke. The right in the SPD worried over their inclination toward to the left because they would lose the 2009 polls.
Futhermore four assembly men and women of the SPD declared the day before the polling day that they would not vote for Ypsilanti. Finally she failed to be elected the governor of the state.
This comflict between the left and the right was escalated because of "Agenda 2010" and the powerextension of the Die Linke.
