Korea's chemical industry that began from the mid-1960s has been an epoch-making chance of the development of domestic industry and played a pivot role in developing Korea as a newly industrialized country by modernizing the industrial structure. However, as the high temperature and high pressure facilities where many types of toxic substances and hazardous materials are handled in large volumes are concentrated at the same time, there is a high risk of expanding as massive disasters that cause large-scale damage of human life, property damage, and environmental pollution in the event of disasters.
In addition, in the event of disasters in the industrial estate where chemical plants are located, the impact of the explosion or toxic gas leak to the nearby areas on the society can be said to be enormously great.
Therefore, the accident of the chemical plants can cause a lot of human and property damage, and it is thought that the development and training of the technology related to the early response in the event of disasters are important issues in preventing big terrible disasters in advance and creating comfortable work environment.
However, initial responses are difficult to be made in the current situation of fire-fighting of Korea due to the lack of expertise and systemized response manual for the disasters.
In addition, as a number of chemical plants have decrepit facilities that were built more than 40 years ago, the potential risk due to the leaks of hazardous materials, response runaway, and equipment failure in various types of equipment and piping lurks. The safety consciousness and improvement of the initial response capabilities of the equipment managers, safety managers and production operators in the event of accidents can be said to be the challenges that should be preceded prior to anything else.
This study aims to promote the improvement of capabilities against disasters by identifying the consciousness level and intellectual ability of the workers and safety managers that can initially respond in the event of disasters in the chemical plants and the situation of initial response training and through the training needed for the improvement of response capability, development of response manual and close cooperation with relevant agencies and organizations.
