본 연구는 한국, 영국, 뉴질랜드의 청소년 스포츠 정책을 비교하여, 한국의 청소년 스포츠 정책 발전과 프로그램 개발의 시사점을 도출하였다. 크게 청소년 스포츠 정책의 목표, 주요 청소년 프로그램, 정책 평가 및 거버넌스를 중심으로 국가별 정책 및 프로그램을 비교 분석 하였다. 연구결과 한국의 청소년 스포츠 교육 정책이 인성과 건강에 초점을 맞춰진 반면 영국은 경쟁 스포츠의 활성화와 평생체육을, 뉴질랜드는 활기찬 삶과 평생스포츠의 정책 목표를 삼았다. 주요 청소년 스포츠 프로그램으로 한국과 영국은 학교스포츠클럽과 여학생 활성화 프로그램의 공통점을 보였고, 뉴질랜드는 학교, 지역사회, 가정의 연계를 추구하는 Active Schools 프로그램이 운영되었다. 청소년 스포츠 프로그램의 평가에 있어서 세 국가 모두 양적인 데이터에 의존하고 있었으며, 청소년의 스포츠 참여의 복합성과 동기에 대한 분석이 부족하였다. 거버넌스에 있어서 한국이 국가 주도적으로 교육부가 지배적 위치에 있는 반면, 영국은 국가주도 및 학교의 균형이, 뉴질랜드는 학교 주도의 청소년 정책 운영이 이루어졌다. 한국의 미래 청소년 스포츠 정책 발전을 위해 단순히 학생들의 신체활동 참여를 ‘양적’이 접근으로 바라보는 것이 아니라 ‘질적’ 측면에 주목하여, 학생들의 요구와 필요, 흥미, 발달과정을 고려하여 그들의 각각의 목적과 의도에 충적되고 개인적 의미가 충분히 실현되는 청소년 스포츠 교육프로그램이 제공되어야 한다. 정책 제언으로는 청소년 스포츠 정책에 대한 구체적인 발전방안이 마련되어야 하며, 청소년 스포츠 전담기구 설립의 필요성을 들 수 있다.

This study compares youth sports policies in Korea, England and New Zealand and draws implications for Korean youth sports policy development and program development. The policy and program of national youth were analyzed and compared with the target of youth sports policy, major youth programs, policy evaluation and governance. As a result, the Korean youth sports education policy focused on humanity and health, while the UK has been promoting competitive sports and lifelong sports, and New Zealand has been the policy goal of active life and lifetime sports. As a major youth sports program, Korea and the United Kingdom have a common with the School Sports Club and the Girls Activation Program, and New Zealand operated the Active Schools program, which seeks to link schools, communities. In evaluating youth sport programs, all three countries relied on quantitative data and lacked the analysis of the complexity and motivation of adolescent sports participation. In Korea, governance is dominated by the Ministry of Education, while in the UK, there is a balance between state leadership and school, and in New Zealand, school - based youth policy is being implemented.
