장애인복지의 현황과 과제 = Development of Disability Policy and Programs in Korea

국문 초록 (Abstract)

장애인의 복지는 장애인이 장애로 인하여 갖는 사회적 불리를 인적ㆍ물적 사회적 자원을 활용하여 장애를 경감ㆍ해소시키고, 다른 사람과 동등한 조건하에서 정상생활을 할 수 있도록 하는 활동이다. 장애인복지의 기본개념은 장애인이 인간으로서 존엄과 가치를 가지며, 사회 속에서 완전히 통합되도록 시행하는 각종 정책과 시책을 말하여 그 목표는 장애인이 정상인과 더불어 자기의 능력과 적성에 맞는 직업을 가지고 인간다운 생활을 영위하도록 하는 데 있다.

다국어 초록 (Multilingual Abstract)

As a nation becomes more industrialized the incidence of disability inexorably rises, and there are many reasons for this. Modernization means a longer life expectancy and a lower blrthrate and therefore, aging of the population. It also means that greater percentages of the workforce will be engaged in manufacturing or other dangerous fields such that the risks of industrial and other accidents will naturally be greater.
As would be expected the population of the disabled is steadily increasing as a result of all of these developments, and the problem of the increasing number of disabled is not an issue which effects only a few specific individuals or families. It is a policy task which should be solved by entire communities, the government, and the entire citizenry at large. In order to fomulate and implement effective welfare policies for the disabled, the population of the disabled should first be Properly identified and the current states and various demands of the disabled should be ascertained.
Through this study, definition, scope and classifications of the disabled were reviewed, and it deals with the current state of the disabled as well The results of this study are to be used as basic data in formulating and imple-menting short and long-term national policies for welfare of the disabled
