    다국어 초록 (Multilingual Abstract) kakao i 다국어 번역

    Housing is a space for individual life and an essential element indispensable to human living. Housing policy, which aims to ensure the people's 'residential stability' and 'improvement of housing standards', is designed to enable the government to 'participate' in the construction and supply of housing. The 「Housing Act」 stipulates the fundamental matters concerning housing supply in Korea. Local-Housing-Associations, which have long contributed to housing supply under the application of the 「Housing Act」, are private projects initiated and implemented by low-income individuals with actual housing needs, who organize cooperatives and 'participate' directly in the project, not for speculative purposes.
    When local development is promoted solely by the private sector, it faces difficulties in resolving various issues, thereby requiring the 'participation' of the public sector. The 'participation' of the public sector in private projects ultimately aims to realize the public interest through the 'enhancement of publicness'. In light of this objective, the 'participation' of the public sector is necessary in Local-Housing-Association projects, which pursue public contributions in various ways. However, such 'participation'—particularly in the form of management, supervision, and support—has not been implemented, leading to a range of problems.
    Accordingly, this study aims to propose measures for securing 'publicness' so that the problems associated with Local-Housing-Association projects can be jointly addressed and improved through the 'participation' of both the public and private sectors. The ultimate goal is to ensure that these projects serve as housing policies tailored to the characteristics and actual conditions of each region, thereby continuously contributing to the 'residential stability' and 'improvement of housing standards' for low-income households.
    Local development is essential for addressing regional problems, identifying strategies to cope with local changes, improving locational conditions, resolving broader inter-regional issues, utilizing natural resources, and reducing regional disparities. In the context of local development, 'participation' refers to a process in which various stakeholders from both the public and private sectors, holding equal rights, form democratic and autonomous communities and influence development planning and decision-making. Accordingly, for Local-Housing-Association projects to continue playing a leading role in housing supply nationwide—as they have done thus far—active 'participation' from the public sector and sustained 'participation' from the private sector are required.
    This study identifies 'public interest', 'fairness', 'equity', and 'transparency' as the conceptual components of 'publicness'. In the context of local development, 'publicness' is defined as: (1) actions carried out by the public sector toward the private sector through policies and legal frameworks, as well as actions presented by the private sector to the public sector in accordance with such frameworks (reciprocity); (2) the pursuit of mutual benefits based on the 'participation' of both the public and private sectors (commonality); and (3) the condition of being open and accessible to both sectors (openness). Accordingly, securing 'publicness' in local development is necessary to ensure that the benefits of development are distributed not only to the private sector but also to the public sector.
    As a result of a 'status survey' conducted on 226 basic local governments across 17 metropolitan municipalities nationwide, it was found that, as of the end of 2024, Local-Housing-Association projects were being implemented at 839 locations across the country, with a total of 503,530 planned housing units. Public contributions made through these projects have taken various forms, including the provision of rental housing; public facilities such as government offices, public parking lots, public health centers, welfare facilities, senior centers, local self-sufficiency support centers, and science and mathematics experience centers; as well as daycare centers, parks (e.g., small-scale parks and children's parks), elementary schools, roads, and other facilities such as public open spaces. However, both the quantity and quality of public contributions vary depending on the level of 'participation' by the public sector. In municipalities where the public sector is actively involved, diverse and structured forms of public contributions are being implemented through systems such as the 'pre-negotiation system for urban planning changes', which enables both the public and private sectors to discuss public contribution methods from the district-unit planning stage.
    A structured 'survey' using a measurement scale was conducted targeting employees of project management agencies and trust companies, as well as professionals such as professors, lawyers, public officials, and urban planning specialists. The results indicated that all sub-items related to the following categories recorded mean scores of 4.000 or higher: perception of the Local-Housing-Association system, recognition of system-related issues, and issue recognition at each project phase (establishment, approval, construction initiation, and dissolution), as well as across the overall project process. In addition, all sub-items under the reasons for unresolved problems and the proposed improvement measures also showed mean scores above 4.000, indicating a broad consensus on the necessity of developing detailed strategies to secure the 'publicness' of Local-Housing-Association projects.
    Accordingly, this study proposes the following strategies to secure the 'publicness' of Local-Housing-Association projects.
    First, under 'expanding governance for sustainable development', the following measures are proposed:
    ① the implementation of 'participatory education programs';
    ② the 'diversification of participating actors'; and
    ③ the mobilization of financial resources from both the public and private sectors.
    Second, under 'securing publicness for the improvement of housing standards', the study suggests:
    ① the establishment of 'public-private partnerships (PPP)';
    ② the 'diversification of public contribution methods'; and
    ③ the introduction of a 'brand name' system.
    Third, under 'legal and institutional improvements for securing publicness', the study proposes:
    ① the revision of the 「Housing Act」;
    ② the revision of the 「Enforcement Decree of the Housing Act」 in accordance with the amended Act; and
    ③ the revision of the 「Enforcement Rule of the Housing Act」 in accordance with the amended Act.
    This study employed both qualitative and quantitative research methods to comprehensively examine the challenges of Local-Housing-Association projects and to propose concrete and practical improvement strategies. In order for these strategies to be effectively realized, continuous efforts from both the public and private sectors are required to secure 'publicness' through mutual 'participation'. Securing 'publicness' in Local-Housing-Association projects is not solely for the benefit of the public sector, nor exclusively for the private sector—it is for the benefit of all. The core objectives of Local-Housing-Association projects—namely, the 'residential stability' and 'improvement of housing standards' for the public—can only be achieved through the active 'participation' of both sectors and the joint securing of 'publicness'. This underscores the need for Local-Housing-Association projects to evolve into housing policies that genuinely serve all low-income households.

    주택은 개인의 삶의 공간이자 개인의 삶에 없어서는 안 되는 필수 요소이다. 국민의 ‘주거안정’과 ‘주거수준 향상’을 목적으로 하는 주택정책은 정부가 주택의 건설·공급에 ‘참여’하기 위한 것으로 「주택법」은 우리나라 주택공급의 기본적인 사항을 정하고 있다. 오랫동안 우리나라 주택공급에 기여해 온 「주택법」이 적용되는 지역주택조합은 투기 목적이 아닌 실수요자 중심의 서민들이 조합을 구성하고 직접 사업에 ‘참여’하여 추진하는 민간사업이다.
    지역개발은 민간부문이 단독으로 추진할 경우 다양한 문제해결에 어려움이 있어 공공부문의 ‘참여’가 필요한데, 공공부문의 민간사업에 ‘참여’는 궁극적으로 ‘공공성 확보’를 위한 공공의 이익 달성을 목적으로 한다. 이러한 공공부문의 목적에 비추어 볼 때, 다양한 방식으로 공공기여를 실현하고 있는 지역주택조합사업에 공공부문의 ‘참여’가 이루어져야 함에도 불구하고 지금까지 공공부문의 관리·감독·지원을 위한 ‘참여’가 이루어지지 않고 있어 문제점들이 나타나고 있다.
    이에 본 연구에서는 지역주택조합사업의 문제점을 공공부문과 민간부문이 ‘참여’를 통해 함께 개선하고, 추진해 나갈 수 있도록 하기 위한 ‘공공성 확보’ 방안을 제시하여 지역주택조합사업이 지역의 특성과 현황에 맞는 주택정책이 되어 서민의 ‘주거안정’과 ‘주거수준 향상’에 지속적으로 이바지하도록 하는데 그 목적이 있다.
    지역개발은 지역의 문제 개선, 지역 변화의 대처방안 모색, 지역의 입지 여건 개선, 광역적 지역문제 개선, 자연자원 개발, 지역 격차 해소를 위해 필요하다. 지역개발에서 ‘참여’란 공공부문과 민간부문의 다양한 이해관계자들이 동등한 권리를 가지고 민주적·자치적 공동체를 형성하면서 개발계획과 의사결정에 영향을 미치는 과정이다. 이에 지역주택조합사업이 지금까지 그러해 왔듯이 향후에도 전국적으로 주택공급 측면에서 주도적인 역할을 하려면, 공공부문의 적극적인 ‘참여’와 민간부문의 지속적인 ‘참여’가 필요하다.
    본 연구에서는 공익성·공정성·공평성·공개성을 공공성의 의미요소라 하고, 지역개발에서 공공성은 공공부문이 정책이나 법을 통해 민간부문을 대상으로 하는 활동이자, 민간부문이 정책이나 법에 의해 공공부문에 제시하는 활동(상호성)이고, 공공부문과 민간부문 모두의 ‘참여’에 따른 공동 이익(공동성)이며, 공공부문과 민간부문 모두에게 열려 있는 것(개방성)이라 정의하였다. 이에 지역개발에서 개발을 통한 이익이 민간부문뿐만 아니라 공공부문에도 돌아갈 수 있도록 하기 위한 ‘공공성 확보’가 필요하다.
    국내·외 주택조합 ‘문헌조사’를 비교해 보면 우리나라 지역주택조합과 외국 주택협동조합은 조합원의 주거안정, 주거수준 향상, 주거환경 개선이라는 목적은 같지만, 조합원 구성, 조합원 자격, 공급형태(소유형태), 공급면적, 민간참여, 공공참여, 재정지원, 민·관협력 등 다양한 측면에서 차이가 있다. 예를 들어 외국 주택협동조합은 조합원들에게 주택을 저렴하게 공급할 수 있도록 공공부문과 민간부문이 다양한 방식으로 참여·지원·협력하고 있어 우리나라 지역주택조합의 현 모습과는 다르다.
    전국 17개 광역자치단체의 226개 기초자치단체를 대상으로 지역주택조합 ‘현황조사’를 진행한 결과, 지역주택조합사업은 2024년 말 기준으로 전국 839개소에서 추진 중이며, (계획)세대수는 503,530세대이다. 지역주택조합 공공기여는 전국에서 임대주택, 공공시설(공공청사·공영주차장·보건소·복지시설·실버센터·지역자활센터·수학·과학체험관 등), 어린이집, 공원(소공원·어린이공원 등), 초등학교, 도로, 기타(공공공지 등) 방식으로 이루어지고 있지만, 공공부문의 참여가 적극적인 지역과 소극적인 지역은 공공기여의 양적·질적 방식에 차이가 있다. 즉, 공공부문이 적극적인 지방자치단체의 경우 지구단위계획 단계부터 공공부문과 민간부문이 ‘도시계획변경 사전협상 제도’ 등을 통해 공공기여 방식을 논의하여 다양한 방식으로 공공기여가 이루어지고 있다.
    지역주택조합사업의 이해관계자(조합원, 조합 임직원, 토지등소유자, 업무대행사 임직원, 신탁사 임직원)와 교수, 변호사, 공무원, 도시계획 전공자를 대상으로 측정척도 ‘설문조사’를 진행한 결과, 지역주택조합 제도인식, 지역주택조합 문제인식, 설립단계의 문제인식, 승인단계의 문제인식, 착공단계의 문제인식, 해산단계의 문제인식, 사업전반의 문제인식의 모든 하위항목이 평균값 4.000 이상으로 문제점으로 나타났다. 그리고, 문제 미개선 이유의 하위항목과 문제 개선방안의 모든 하위항목도 평균값 4.000 이상으로 지역주택조합사업의 공공성 확보에 따른 세부방안이 모두 필요하다고 나타났다.
    이에 본 연구에서는 ‘지역주택조합의 공공성 확보 방안’으로 첫째, ‘지속 가능한 개발을 위한 거버넌스 확대’에서 ① 참여 교육 프로그램 ② 참여 주체의 다원화 ③ 공공부문과 민간부문의 재원 확보를 제시하였다. 둘째, ‘주거수준 향상을 위한 공공성 확보’에서 ① 공공부문과 민간부문 파트너십(PPP) 구축 ② 공공기여 방식의 다양화 ③ 브랜드 네임(brand name) 도입을 제시하였다. 셋째, 공공성 확보를 위한 법·제도적 개선’에서 ① 「주택법」개정(안) ② 「주택법」개정(안)에 따른 「주택법 시행령」개정(안) ③ 「주택법」개정(안)에 따른 「주택법 시행규칙」개정(안)을 제시하였다.
    이처럼 본 연구는 정성적 연구와 정량적 연구를 병행하면서, 지역주택조합의 문제점을 폭넓게 살펴보고 구체적·실효적 개선방안을 제시하였는데, 이러한 개선방안이 실현되기 위해서는 공공부문과 민간부문의 ‘참여’로 공공성을 확보하려는 모두의 지속적인 노력이 필요하다. 지역주택조합사업에서 ‘공공성 확보’는 공공부문만을 위한 것도 민간부문만을 위한 것도 아닌 ‘모두를 위한 것’이다. 지역주택조합사업의 목적인 국민의 ‘주거안정’과 ‘주거수준 향상’은 공공부문과 민간부문이 ‘참여’하고 ‘공공성을 확보’한다면 실현될 수 있는 것으로, 이는 지역주택조합사업이 모든 서민을 위한 주택정책으로 거듭나야 하는 이유이기도 하다.
