The purpose of this study is to investigate the implications of public choice theory of Vincent Ostrom, especially relating to the Korean local elections in 1995.
There are many limitations in adoption of that model. Because public choice theory has been started in America, be deeply rooted in American ideological characteristics, and Korea has little experiences of self-government.
But in spite of limitations, the role of public choice theory in analysing local authorities can not be missed. In particular, important variables of public choice model such as 'individual as analysis unit', 'public goods', and 'collective decision-making rule' give implications to the study of Korean public administration
