Nowadays most highschool graduates enter the university in Korea. The Bachelor’s degree is no more than the prestige of the selected elites. Nevertheless the persons with developmental disorders have to give up on going to college, because there are few higher educational institutions for them. So most highschool graduates with developmental disorders go to the transitional education in special school for the disabled persons at best. However, the number of applicants far exceed capacity, whereupon the rejected have to stay at home without pastime or to into the facilities for the persons with developmental disorders. It can be said that the persons with developmental disorders are not able to receive the college education because of the lack of cognitive ability. However, the person with developmental disorders as a citizen has the right of education and human dignity. So long as the college education is universal, the persons with developmental disorders should not be isolated from the right of education. If the existing the higher educational system is not appropriate for the persons with developmental disorders, it should be necessary to introduce the special programme and facilities for them.
