An Urban Master Plan (UMP) is a set of long term goals and policies, generally covering entire municipalities and has a long time spam, around 20 years. In Korea an UMP system was introduced in 1981 to guarantee the coherence and consistency of city planning practice, by that time there was still no legal basis to support such practice in coherence to the urbanization plan. Later on the 1990's its role as guidance to city planning was emphasized and formed a legal basis, instead of serving as model and rule to the city planning practice. In 2002 the UMP was vested with new roles and importance as the city planning range was extended into rural areas, also serving as base for all city planning decisions. In order to use UMP as base for city planning decisions, from now on, some problems must be tackled about the 'making' and 'practice' of UMP's. An Open Hearing System has been used as a way of introducing citizen's participation, but it was detected that there are some problems related to participation timing, citizen's opinions and its reflects on the plan; requiring information and trainmen of citizens, molding a new conferencing technique, and guaranteeing of municipalities planning power. The UMP must contain general goals, objective, policies and implementation programs for municipal planning and development decisions to be feasible. All UMP elements must have consistency and be expressed in easy ways to be understood. Actual UMP analysis results are: It is not internally consistent; each element drawn up independently, and appeared not too clear. Comparisons were made between city planning and development project which had UMP practices and it showed that; there was no consistency on development density due to development project in urban areas besides there was no accord on rural areas zoning within UMPs.
