국문 초록 (Abstract)

본 연구는 2017년 1월 새로이 출범한 미국 도날드 트럼프 행정부의 대외전략 기조와 한반도 관련 정책을 전망 및 분석하고 이에 대한 한국과 경기도의 대응방향을 제시하는 것이 주요 연구 목적이다. 본 연구는 트럼프의 당선 배경과 의미, 미국 신 행정부의 대외전략 기조와 동북아시아 전략, 미국 신 행정부의 한반도 및 주한미군 정책/대북 정책/경제 및 무역 정책 등을 분석하고 이에 대한 한국 사회의 대응 태세 논의를 주요 내용으로 하고 있다.
본 연구는 트럼프 행정부의 출범에 따른 한국과 경기도의 대응방향으로 1) 한미동맹의 유지와 강화 기조 하에 한미동맹의 장기적 변화 가능성에도 대비, 2) 한미 방위비 분담금 협상에 전략적으로 대응, 3) 경기도는 주한미군과 지역사회 간의 갈등 관리와 협력 강화에 노력, 4) 대북정책 등 한반도 문제에 대해 한국의 주도권 회복, 5) 경기도는 남북관계의 개선을 위해 노력하는 한편 비상사태에도 대비, 6) 미국의 경제·무역정책에 대한 상황별 전략을 마련하고 국제무역질서 재편 논의에 적극 참여, 7) 미국의 보호무역조치 본격화에 대비하여 수출 중소기업에 대한 지원 강화, 8) 중장기적으로는 수출 주도 경제구조에서 국내 수요확대기반 경제구조로의 점진적인 전환 검토 등을 제시하였다.

다국어 초록 (Multilingual Abstract)

The main purpose of this paper is to observe the overall foreign policy directions of the Donald Trump Administration of the United States, which was newly launched in January 2017, and to examine the policies related to the Korean Peninsula.
This paper proceeds as follows. First, the background and the meaning of Trump"s winning the presidential election are discussed. Second, both the general foreign policy directions and the regional Northeast Asian strategies of the Trump administration are observed. Third, the ROK and USFK policy, the North Korea policy, and the economic and trade policy of the Trump administration are more specifically examined. Then, this paper tries to provide the governments of South Korea and Gyeonggi-Do with the appropriate countermeasures in response to the policy postures of the Trump administration.
This paper has the following suggestions; 1) to maintain and strengthen the ROK-US alliance while preparing for the possible long-term changes in the ROK-US bilateral relationship, 2) to cope strategically with the upcoming bilateral negotiations for the security contribution and defense burden sharing, 3) to prevent and manage carefully the conflicts between USFK and local Korean communities and promote actively the cooperation and integration between these two different entities, 4) to take the initiatives as a main stake-holder in the matters on the Korean peninsula and North Korea, 5) to improve the inter-Korean relations while staying alert to the emergency situations on the border lines as well as in the North Korean regime and society, 6) to have contingency plans for the changes of the US trade policy, 7) to strengthen the support for the exporting SMEs in preparation for the possible US protection trade measures, 8) to consider the gradual transition of the national economic structure from the export-led economy to the more inward economy based on domestic demand expansion.
