비전통적 안보위협의 부상에 따른 다국적 실험의 유용성 고찰 = Analyzing the Usefulness on Multinational Experiment under Non-Traditional Security Threats

다국어 초록 (Multilingual Abstract)

Today`s global security environment is characterized by concerns over increased transnational and non-military threats rather than persisting conventional military threats. These aspects of global disputes are requiring more international or regional security collaboration because the perceived threats has become more complicated or multifarious involving ground, maritime and air as well as cyber and outer space. To make matters worse, the damage disperses not only to any specific country but also to many unspecified countries. Faced with this new security environment, advanced countries including NATO members, U. S. alliances and governmental interagency of the U. S. led by United States Joint Forces Command have been developing Joint Concept and Execution, and Multinational Experimentation(MNE) as a common countermeasure against these unpredictable threats for 11 years while feeling comprehensive approach necessity. But Korea has not participating in this movement, however, now has joined the MNE as an observer country since 2008. This article analyzes whether the MNE technical experimental method and its products are necessary and practical to Korean Armed Forces and strengthening its security capabilities. As a result, MNE is assuming a roll not only as a military collaborative main body among the membership countries involving intergovernmental organizations and international organizations under United Nations but also growing as a worldwide discussion community in the wake of sharing information, common awareness on new threats and cooperating strategically with other participants. In addition, the MNE can reduce the national defensive cost as an effective alternative as well as helping Korean PKO and ROK-US combined operations in the North Korean area in the future. So this article drew up some proposals in order to participate positively in MNE.
