중국의 대 북한 인식변화 연구: 북한전문가 심층 면담조사

국문 초록 (Abstract)

이 연구는 중국 내 북한전문가에 대한 면담조사를 통해 이들이 북한에 대해 지니고 있는 인식을 도출하는데 목적을 두고 있다. 북핵 실험 전후 중국의 대북 인식변화를 살펴보기 위해 북한 김정일정권의 안정 여부와 후계체제 전망, 북한핵문제 해결 가능성에 대한 중국의 인식, 중`북관계에 대한 평가와 전망, 그리고 북한 급변사태와 한반도 통일에 대한 중국의 인식 및 예상대응을 심층면담의 주요 주제로 설정하였다.
먼저 중국 엘리트(정부 유관부처 관리와 국제관계전문가)의 대북한 인식의 분화현상을 전략적 자산론과 부담론으로 구분하여 논의하였다. 북한을 중국의 전략적 자산으로 보는 견해는 중앙대외연락부의 간부들과 전.현직 북한주재 외교관과 주재원들 사이에서 주로 나타나고 있다. 그리고 북한에서 태어나거나 유학을 하고 귀국하여 당과 정부 연구기관 등에서 북한문제를 다루고 있는 한반도문제 전문가들의 대다수도 북한과의 관계를 중시해야 한다고 주장한다. 북한을 중국의 국가이익에 부담이 된다는 대표적인 주장은 외교부 내 국제기구, 대미관계, 대외홍보 담당부서에서 제기되고 있다.
중국 내 북한전문가에 대한 심층면담조사 결과는 다음과 같이 나타났다. 첫째, 중국의 일반대중과 국제관계 전문가들의 북한에 대한 인식이 분화되고 있는 반면, 북한전문가들은 극히 일부를 제외하고는 북한을 중국의 안보에 대한 완충지대로 간주하였다. 22명의 북한전문가 중 1명만이 북한을 중국에 대한 부담요인으로 보았다. 북핵 실험과 같은 특수한 경우를 제외하고는 중국 엘리트의 대 북한 인식이 대북정책으로 적극 반영되지 않고 있으며, 북한을 전략적 자산으로 보는 북한전문가의 시각이 중국의 대북 정책에 더 중요하게 영향을 미치고 있는 것으로 보인다.
둘째, 중국의 일부 국제관계 전문가들 사이에서는 북핵 6자회담에서 중국의 영향력 약화 가능성에 대한 우려가 제기되었지만, 대다수의 북한전문가들은 북-미관계 개선에 대해 부정적으로 보지 않았다.
셋째, 베이징 소재 전문가보다 옌지의 북한전문가들이 한반도 통일에 대해 더 절실한 필요성을 느끼고 있었다. 옌지의 전문가들은 한반도통일을 지역 경제발전과 안정에 미칠 영향에 의거하여 인식하였다.
넷째, 중국 내 북한전문가의 인식을 감안해 볼 때, 중국의 대북한 지원정책은 상당 기간동안 지속될 것이나, 무조건적이 아니라 선택적이고 제한적으로 이루어질 것으로 전망된다.

다국어 초록 (Multilingual Abstract)

The purpose of this research project is to look into the perception of China's North Korean specialists toward the North Korea through in-depth interviews. In order to invetigate the changes of China's perception toward the North Korea before and after the North carry out nuclear test, the author asked 22 China's North Korean specialists about the stability of Kim Jong-Il regime, the prospects of succession politics, the possibilities of diplomatic solution to the North Korean nuclear issue, the present and prospect of the relations between China-North Korea and the unification of the Korean Peninsula.
The results of this research are as follows: First, the perception of Chinese populars and the Chinese specialists on international relations toward North Korea is changing considerably, however, North Korean specialists are still see North Korea as its 'strategic buffer zone." Only one of 22 China's North Korean specialists considers the North 'burden'. Expect for a special situation such as North's nuclear test, the perceptions of China's elites toward North Korea doesn't translated directly into policy reversal, the perceptions of China's North Korean specialists toward North Korea may wield more great influences upon China's North Korea policy.
Second, some China's international relations specialists presented concerns about the posibilities of weakening China's influence in the six-party talks, but almost all of the China's North Korea specialists interviewed didn't think that the development of relations between North Korea and U.S. would impede China's national interests.
Third, North Korea specialists in Yanji more strongly support the unification of the Korean peninsula than the specialists in Beijing. The specialists in Yanji evaluated the unification of the Korean peninsula wheather it would positive impacts on the regional economics.
Fourth, from the perspectives of the North Korea specialists in China, Chinese government will persist supportive policy to North Korea for the time being, however China will provide supports North Korea not unconditionaly but selectively.
