정당정치와 한국 복지정치의 전환 = Party Competition in Pension Reform and Transformation of Welfare Politics in South Korea

국문 초록 (Abstract)

본 연구는 2007년 국민연금개혁의 정치과정을 분석함으로써 한국의 복지정치를 이해하고자 한다. 우선 본 연구는 제17대 국회 후반기 국민연금법 개정과정의 복지정치를 2007년 4월 2일 기초노령연금법만이 본회의를 통과한 시점을 기준으로 두 시기로 구분한다. 그리고 두기간 동안 상임위원회, 소위원회, 본회의 등에서 논의된 국회 회의록을 통해 국민연금개혁의 정치과정을 분석함으로써 한국 복지정치의 전환을 이해한다. 이를 통해 복지정책결정과정에서 정부의 이념적 성향보다는 정당경쟁의 과정에서 나타난 정당정책의 수렴과 분산을 통해 한국복지정책의 변화와 지속을 이해하는 것이 보다 효과적일 수 있음을 강조하고자 한다.

다국어 초록 (Multilingual Abstract)

This study seeks to understand welfare politics in Korea with the political process concerning the National Pension reform of 2007. First, the welfare politics of the pension reform under the 17<SUP>th</SUP> National Assembly is divided into two periods, separated by the legislation of the Basic Old-Age Pension legislation on 2 April, 2007. It then examines the political process of pension reform during the two periods by analyzing the National Assembly Records of standing committees, subcommittees, and plenary sessions. In analyzing welfare politics in Korea, this study emphasizes welfare reform is best understood through the convergence and divergence of party policies in the process of party competition, rather than through a simple analysis on partisanship or a policy orientation of the government.
