    본 논문은 신현실주의 시스템이론(특히 케네스 왈츠의 이론)을 적용하여 동북아시아 국가들 간의 관계를 다양한 안보문제를 중심으로 분석함을 목적으로 한다. 먼저 시스템 내에서 구조가 행위자에게 미치는 효과를 이론적으로 명확히 하면서 국제정치 체제에서 구조가 어떻게 국가의 행위에 영향을 미치는지를 살펴본다. 저자의 이론적 분석에 의하면 극체제(multipolarity)에서는 다극적인 구조가 국가들의 이데올로기적 현시성(salience)을 제한하기 때문에 다극체제 에서는 국가들의 이데올로기적 색채가 명확하게 드러나지 않는다. 따라서 저자는 다극체제에서는 국가들 사이의 관계(예, 동맹형성)에서 이데올로기가 중요한 역할을 하지 않는다고 주장한다. 하지만 양극체제(bipolarity)에서는 양극 구조가 국가들 간의 이데올로기적 색채를 더욱 명확하게 만듦으로써 국가들 간의 관계에 이데올로기가 중요한 영향을 미친다고 본다.
    앞의 이론적 분석에 이어 본 논문은 동북아시아 국제정치체제의 역사를 분석하면서 동북아시아에서는 양극체제가 다극체제보다 안정된 체제였음을 주장한다. 저자는 현재의 동북아시아 정치 체제를 미국이 주도하는 일극체제(unipolarity)로 보고 미래에는 이 일극체제가 다극체제로 변화할 것이라 예상한다. 구체적으로 동북 아시아에서의 강대국의 세력변화, 핵확산, 북한의 국가생존, 동북아에서의 미군 주둔, 일본의 보통국가화, 중국-대만 관계, 영토분쟁 등의 다양한 안보이슈들이 현재의 일극체제와 앞으로의 다극 체제에서 어떤 양태로 나타날 지를 구조와 행위자의 행태를 중심으로 시나리오 분석을 통해 살펴 본다.

    This paper employs neorealist systems theory, particularly Kenneth N. Waltz’s, to analyze Northeast Asia’s current and future security concerns. It begins by studying the relationships between structures and states’ behaviors in international systems for developing a theoretical understanding of structural effects on units’ ideological salience within systems. States’ ideological characters do not clearly appear in amultipolar system because structure restrains their ideological salience. According to the author, in a multipolar international system, states’ characters do not play an important role in shaping individual states’ behaviors. A bipolar structure, however, increases the salience of states’ ideological characters more than a multipolar structure does, which critically affect their alliance formation.
    This paper also provides a historical review of Northeast Asia’s international political structures. The author argues that, regarding system stability, bipolarity was more stable than multipolarity in Northeast Asia. The paper assumes that the current international political structure is a unipolar one dominated by the United States and that a post-unipolar structure in Northeast Asiawould be multipolar. Through various scenarios, it addresses how thistransformation of the international political structures would affect Northeast Asian security issues such as great power shifts, the proliferation of nuclear weapons, North Korea’s survival as a state, United States’ forces in Northeast Asia, Japan’s military normalization, China-Taiwan relations, and territorial disputes.
