The competitive power of korea industries is inferior in strength to other newly indusrializing countries in those several years. One of the important reason is that the increasing rate in wages. In those three years, an average increasing rate in wages have reach 17.2% and that is much higher than the wage level of other countries which are alike in economic development. The causes of these wage increase are various and, above all things, the unbalance of manpower`s supply-demand relations brings about a rising labor cost. For all that rich in human resources in comparison with small land of our country, the situation of manpower`s shortage, which is needed by the industrial society, is ascribed to that needed manpower have not been trained and supplies. This situation is, of course, from the lack competency in training and supplying. But, first of all, the social understanding, evading a kind of the production job, makes the securing the skilled manpower difficult. Therefore, for promoting an economic development of korea from now, more efficient polices on developing a manpower and social policies which induces blue-col○r workers might be considered. In order to solve these problems, the counterplan ○ould be provided for settling the technical education and training system which is ○ade an issure, the weak vocational consciousness of manpower, National Technical Qualification System, and the shortage of inducement policy of industrial power. For this, the goal in technical school and training institute is revised for satisfying the industrial demand. And, accordingly, the resolute reorganization of curriculum, improvement of National Technical Qualification Class System, adjustment of Testing Trade and reformation of testing implementation must be performed. Going one step forward, in Qualification Testing, by the regular standards, the plan, that the result of self-evaluation in technical school and training institute is certificated as National Technical Qualification, should be examined.
