연구논문 : 창조경제 실현을 위한 전파정책의 위상과 과제 = A Status and Task of Spectrum Policy for Realization of Creative Economy

국문 초록 (Abstract)

세계 각국은 늘어나는 전파자원의 수요에 대응하기 위해 전파관리정책을 다양하게 마련하고 있으며, 우리나라도 이러한 추세에 맞추어 ‘모바일 광개토 플랜’을 추진 중에 있다. 이는 효율적이고 합리적인 전파환경을 모색하기 위한 발판을 마련하여 전파정책의 패러다임의 전환과 변화에의 대응을 시도하고자 하는 의도이다. 전파자원은 경제적으로 부가가치를 창출하는 경제재로서의 의미도 중요하지만 더 강조되어야 할 것은 그것이 가진 공공성이다. 따라서 전파자원의 관리는 효율성과 합리성은 물론이고 전파자원의 공공성에서 기인하는 공공복리와 사회후생적 측면도 강조되어야 한다. 더불어 전파자원은 ICT산업의 기반이며, ICT산업은 창조경제의 견인차 역할을 하게 될 것이므로 전파자원의 관리의 핵심은 ICT산업의 기반인 전파자원이 창조경제의 실현으로 이어지는 탄탄한 밑거름이 된다는 것을 염두에 두어야 하는 것이 창조경제 실현을 위한 전파정책의 과제이다.

다국어 초록 (Multilingual Abstract)

All the countries of the world have prepared various spectrum management policies to cope with the increasing demand of spectrum resources and Korea has followed this trend by carrying forward the Mobile Gwanggaeto Plan, so as to establish a foothold to grope for effective and reasonable spectrum environment and attempt to cope with the conversion and change of the paradigm of spectrum policy. Spectrum resources are important as economic goods which economically creates added value. But they are important because of the publicity. Therefore, the management of spectrum resources should be emphasized in terms of not only effectiveness and rationality but also public and social welfare coming from the publicity. Because spectrum resources are the foundation of ICT industry which would be the driving force behind creative economy, it is the task of spectrum policy for realizing creative economy to keep in mind that spectrum resources would be a good stepping stone for creative economy.
