글로벌사회의 소수자 인권과 민주주의

다국어 초록 (Multilingual Abstract)

This paper starts from being and going human inequality in name of minority in a global society. Minority means a set of peoples excluded and discriminated from a main majority community. The pivotal thing of definition of minority is a power relation. If she or he has a substantive power, and she or he becomes a powerful majority, but a powerless minority. The minority in a global world are everyone as a object of discrimination, for example, female, refugee, indigenous people, sexual minority, immigrants, and so on. These are designated global minority. International efforts for human right of these people persist on many divergent ways. IGOs and NGOs protect their indispensible rights within pressures of nation states and particular political and cultural groups. The more important point is that question, does a global democracy play it a role to keep minority human right? Direct and indirect democracy exchanges a cross critic and supplementation paradoxically. Minority democracy diagnoses these some contradictions in terms of decision by majority rule, and argues empowerments of minority based on reciprocity and deliberation.
