소비자 협동규칙과 차별화된 네트워크의 상호접속 = On the Coordination Rule and the Interconnection of Differentiated Networks

국문 초록 (Abstract)

본 논문은 품질이 차별화된 네트워크가 있을 때 소비자들의 협동규칙(coordination rule)이 독점기업의 상호접속에 주는 유인과 사회후생에 주는 효과를 살펴보고자 한다. 분석의 결과로 소비자의 협동규칙이 '협조적 규칙(cooperative rule)'에 따를 경우에는 사회적 최적에 비하여 과도하게 상호접속을 제공하려는 유인을 갖는다는 것을 보였다. 반면에 소비자의 협동규칙이 ‘비협조적 규칙(non-cooperative rule)’을 따르는 경우 사회적 최적에 비하여 과소하게 상호접속을 제공하려는 유인을 갖는다는 것을 보였다. 이러한 결과는 소비자 집단의 공동행위가 독점기업에 대한 길항력(countervailing power)으로 작용하지만, 독점기업은 이윤을 최대화하기 위해 상호접속 제공을 가격차별의 한 수단으로 활용하므로 사회적 최적에 비해 과도한 상호접속이 제공될 수 있다는 것을 함의한다.

This paper examines how varying consumer coordination rule affects a monopolist's interconnection incentive and social welfare in the presence of differentiated networks. In this environment, we obtain the following results: The monopolist has an incentive to over-provide interconnection investment relative to the social optimal level when each consumer group behaves under the cooperative rule. In contrast, when each consumer group behaves under the cooperative rule, the monopolist has an incentive to under-provide interconnection investment relative to the social optimal level. The reason is that for profit maximization the monopolist uses the interconnection as a price discrimination device.
