So far rearrangement projects which have been done in Seoul and capital area mainly focused in physical environment improvement. These projects didn't take seriously concerns on small businessmen who live in the rearrangement zone and destruction of communities caused by the projects. But increase of income, higher education, and civil consciousness made peoples concern on resides of tenants, compensation, resettlements. Therefore many policies which were supposed to accommodate resides and resettlement of house owner and tenant were enacted. But these policies couldn't properly manage social problems related to small businessmen who were in non-residential facilities. Actually many of them had to face losing means of living. 'YongSan accident' is a tragic example of social conflicts which resulted from absence of social concerns and institutional inertia for them. After the accident, even though the discussion and research on them has been carried out, most of them focused on compensations rather than resettlement policies for them.
This research based on case study on small businessmen in Guro market proves that to re-settle down small businessmen in the re-arranged zone, the project pay the cost of small businessmen's resettlement at least 3.5 to 6.1 times than current rent. This high cost is one of main reasons why small businessmen have difficulties in resettlement. To makes thing worse, central and local government didn't seriously take regard for resettlement of small businessmen and also hardly have any support program and policy for them, because legally rearrangement project is in charge of civil partnership.
This research shows that if parkland or public space is allocated for small businessmen's resettlement, they can continue business activities with similar rent and cost in the rearranged zone. To allocate parkland or public space for small businessmen's resettlement, 'Act on the maintenance and improvement of urban areas and dwelling for residents' and 'Act on the urban parks and greenbelts, etc' are to be revised, and also central and local government make laws be realized with revised policies. These plans make re-arrangement project more social and public, also give central and local government room to involve in the projects, and contribute to make local community be more sound as well.
