    본 연구는 주정부간 협약(interstate compacts)을 구성하는데 있어서 어떤 속성들이 어느 수준에서 영향을 미치는지를 조사하고자 했다. 구체적으로 검증하기 위해 Ostrom의 IAD 모 A형을 분석의 틀로써 활용하였다. IAD 모형을 사용하여 주의 물질적/경제적 역량(State Physical/Economic Capacity), 주의 특성(Characteristics of Community), 그리고 공식적 제도적 구성(formal institutional arrangements)이 주정부간 협약의 주요한 동인이라는 가설을 정립하였다. 이러한 가설들을 검증하기 위해 1961년 9부터 1990년 9까지의 48개 8주의 Cross-Section 시계열분석 데이타를 GEE 기E법을 이용하였다. 연구결과, 연방정부의 관여는 interstate compacts의 숫자를 감소시키는 효과를 보였다. 또한, 주정부의 관료적 역량은 주정부간 협력을 증가시키는 것을 확인하였다. 또한 주정부의 정치적 구조가 주정부간 협력의 정도와 관련성이 있는 것을 알 수 있었다. 본 연구는 상위계층의 정부가 하위계층 정부의 외부성을 해결하는데 많은 역할을 하는 경우 이것은 주정부간 협력을 약화시키는 작용을 하는 것으로 판단된다.

    Interstate compacts hold tremendous promise for resolving tough public problems at the sub national level. They have also been promoted as one way that states can protect their sovereignty vis-avis the national government. But the rate at which states participate in such compacts varies widely. Thus, this study asks: What explains a state’s propensity to join interstate compacts? Building on the IAD framework, the outcome(interstate compact participation) is hypothesized through physical/economic conditions, community attributes, and the institutional arrangements affecting the values of the variables characterizing interstate compact action arena. Using negative binomial general estimating equations(GEE) with time series cross-section data of 48 states from 1961 to 1990, this study finds that federal involvement decreases the degree of interstate compacts. This study also finds that state bureaucratic capacity increases preferences for joining compacts. This study also finds that state political structure influences horizontal cooperation. Empirical results suggest that when the upper-level government tries to deal with the externalities within the lower level government, its involvement in the lower level government may exhaust the opportunities for voluntary cooperation.
