    This study aims to explore the practice environments and conditions required for welfare centers for disabled people to implement an asset-based approach in supporting people with developmental disabilities. To this end, an action research methodology was employed in collaboration with practitioners working in a welfare center for disabled people. The findings indicate a gradual shift in practitioners’ perspectives from a deficit-oriented view of disability toward an emphasis on strengths and personal assets. In this process, questioning frameworks and conversational practices were progressively reconfigured to better identify and elicit the assets of people with developmental disabilities. These changes contributed to the formation of a practical foundation that supports individuals in pursuing more sustainable lives within their communities, while family members and caregivers also developed positive expectations and trust toward asset-based practices.
    At the same time, the implementation process revealed several constraints, including the limited institutional accumulation of practical experience and learning, as well as insufficient internalization of dialogue skills grounded in appreciative inquiry. This study suggests that for the asset-based approach to become firmly embedded in welfare centers for disabled people, the enhancement of practitioners’ competencies and attitudinal change must be prioritized, alongside the development of a flexible organizational culture and an integrated support system to sustain such practices.
