    This study analyzes the structural characteristics and determinants of legislative cooperation in local councils by utilizing bill co-sponsorship data from the 7th to the 11th Gyeonggi Provincial Council. Applying Social Network Analysis (SNA) and regression analysis, the results confirm that while the co-sponsorship network of the Gyeonggi Provincial Council exhibits high density, it also displays a distinct segmentation based on political parties, reaffirming that partisanship is the most powerful mechanism for legislative cooperation. However, even amidst such partisan polarization, cross-party collaboration crossing party lines was consistently observed. In particular, network centrality analysis revealed that while Democratic Party members showed strong internal cohesion, members of minor parties and independents occupied mediating positions between the two major parties, acting as brokers. Furthermore, cross-party cooperation appeared to have an asymmetrical structure, where minor party members were more active in supporting bills from major party members and were also more successful in eliciting support from other parties. Longitudinally, a trend of quantitative expansion in legislative activities and increasing complexity in cooperative structures was identified alongside the strengthening of local decentralization. This study is significant in that it extends existing discussions centered on the National Assembly to the local level, empirically clarifying the dual dynamics of party politics and bipartisan cooperation.
