국제개발에서의 국제학과 지역학의 공진화(Co-evolution): 국제적 경향과 한국적 의제 = The Co-evolution of International and Area Studies in the Field of International Development: International Trends and Korean Agendas

다국어 초록 (Multilingual Abstract)

International development (ID) per se is required to not only equip itself with both macro-discourses/development principles at international levels and specific conditions/contexts at regional levels for the sake of its academic rigorousness and practical plausibility. ID would enjoy a complementary relationship between theories and practices if international and area studies co-evolve via positive interactions between them. In so doing, this study explores the three key aspects of the co-evolution process between international and area studies in the field of ID. First, the study analyzes how to create the complementarities of international and area studies for their own constructive interactions by focusing on academic contributions of area studies to ID’s theories and practices and visa-a-versa. Second, it undertakes a historical review on international academic trends with regards to the dialectical evolution between international and area studies on ID. Third, it emphasizes the lack of area studies perspectives in Korea’s ID scholarships, simply because ID in Korea is relatively a new academic field and is founded as a problem-solving study for Korean governments’ aid policies and strategies. Lastly, this study proposes that Korea’s ID is asked to reinforce the scholarly foundation of area studies through the sublation of its dependency on government subsidies and research projects, as well as the independent autonomy of academic eco-systems.

국문 초록 (Abstract)

국제개발학은 학문의 특성상 국제수준의 개발담론과 원칙, 그리고 지역수준의 특수한 조건과 맥락이 동시에 필요하며 국제학과 지역학의 상호작용을 통한 공진화가 전제될 때 국제개발의 이론과 정책이 상보적인 관계를 갖게 된다. 본 연구는 국제개발학 분야에서 국제학과 지역학 간의 상보적 공진화 과정을 국제적 경향과 한국적 의제로 나누어 세 가지 측면에서 분석한다. 첫째, 국제개발학과 지역학 간의 상호보완적 관계에 관한 검토를 통해 지금까지 개발학에서 언급되어 온 지역학적 요소가 어떻게 국제개발 영역에 상보적인 기여를 하였는가를 분석한다. 둘째, 국제개발학의 국제적 경향을 살펴봄으로써 지역학적 시각의 협력대상국과 국제 개발원칙에 배태된 공여국 간의 변증법적 진화과정을 검토한다. 마지막으로 한국에서의 신생학문인 국제개발학이 태생적으로 정부정책의 문제해결을 위한 학문으로 시작되었기 때문에 지역학적 토대가 부족하다는 점을 강조한다. 향후 한국의 국제개발학이 진정한 독립 학문으로 자리 잡기 위해서는 정부에 의존적인 성향을 지양하고 지역학적 기반을 강화하여 독립적인 학문 생태계를 조성해야 할 것을 제안한다.
