Recently, as industrial paradigm is changed from industrial production to cultural production, countries all over the world are extensively fostering cultural industry by recognizing it as a major growth engine of creating high added value based on its big riffle effect on economic and cultural aspect.
Cultural industry is a form of industry that is produced and sold as a commodity under the strategy of commercial, economic aspects by adding diversified contents to its value. In other words, it may be defined as all the industries that create economic added value by producing commodity having cultural value through its planning, manufacturing or processing or participating in a process of distribution, marketing and consumption or support such activities.
As spirit, value and culture are comprehensively implied in this cultural industry, it also provides an important foundation for forming cultural identity of any one nation.
And as the cultural identity involved in cultural industry enhances national image and national brand power, every country is exerting their respective effort in order to maximize its riffle effect of national image promotion and key growth engine.
Since reform, open policy in 1978, as Chinese government also started to show concern over satisfying quality of life along with growth of consumption market as a result of economic development, a lot of changes have been brought forth in consumption structure.
Along with this trend, increased demand for cultural enjoyment aroused cultural consumption and cultural industry has been developed accordingly.
Under this background, this study in which an effect of cultural industry of China on local economy was explored summarized developmental characteristics based on policies relevant to cultural industry that was announced by Chinese government since 2000s by each times. As its concrete contents, development policy and goal of cultural industry by Chinese government were observed based on major contents of national program being announced by each times.
First, in order to ensure full-scaled development of cultural industry, financial support is intended to be strengthened by extensively fostering industrial cluster in each region. In other words, in a special zone being designated as cultural test zone, cultural industry being matched with local features by each field would be fostered by developing key contents and new technology relevant to cultural industry.
Second, in order to promote reasonable distribution of cultural commodity and production elements, an environment of being able to experience diversified cultures by each region is intended to be provided by establishing modern system and activating distribution enterprise of cultural commodity.
Third, in order to expand cultural consumption, a plan of activating domestic consumption of cultural market is also intended to be provided by inducing cultural commodity and service creation appropriate for a new demand of the people.
Developmental relation of culture and economy based on this policy is being represented in a form of linkage between local culture and local economic development in a regional aspect. Developmental relation of economic development and cultural industry could be realized through development of cultural industry that reflects regional economic level, policy of local government and regional characteristics by identifying economic development level of each region and exploring cultural resources and characteristics of each region.
Second objective of this study reflects standard and meaning of regional cultural industry development status as mentioned hereinabove and developmental relation of regional cultural industry development and regional economy was summarized in three categories as follows by analyzing such relation based on Provinces of Guangdong, Shanghai and Beijing that are the major regions of Pearl River Delta, Yangtze River Delta and Bohai Bay Economic Zone that were designated as major development zones through reform, open policy of China.
First, at present, China is developing new technology relevant to key contents and cultural industry by designating test zone for the development of cultural industry and cultural industry by matching it with regional characteristics by each field. Therefore, developmental direction for the future is presented by summarizing fostering method of key industry through activation of cultural industry cluster in the order of economic zone, major central cities and major clusters.
Second, a method of solving a factor detrimental to regional economic development and its limitation was explained by observing positive factor and negatively acted policy of Chinese cultural industry on activation and development of regional economy through analysis of institutional characteristics and development status relevant to cultural industry of Guangdong City, Shanghai City and Beijing City.
Third, enhancement of income level of the people, resultant increasing factor of cultural consumption and developmental relation of cultural industry and regional economy as a result of economic development were observed. An effect of cultural industry on economic development of each region was analyzed through summary of institutional aspect relevant to regional cultural trade, increase rate of GRDP and comparison of development status of overall cultural industry and that of cultural industry by each region.
Through this study, it could be realized that cultural industry of China is unfolding a policy of satisfying cultural demand of the people in its psychological terms by developing diversified cultural contents and activating cultural market and through soft power such as culture, value and policy, Chinese government is trying to raise national status in the international society. Furthermore, it is expected that Chinese government would continuously develop cultural industry based on their rich cultura
