1920년대 사이토오(齋藤實)총독의 조선통치관과 내지연장주의 = The Political View of Governor-General Saito on Korean Control and the Mainland Extension Policy in 1920s

Governor-General Saito began his position with the long term view to regard the Chosun as a part of Japan in a gradual sense. Enforcing `Cultural Politics,` which was based on `Hara`s Ruling Opinion on Korea`, he experienced the realities of the Politics of Chosun Governor-General and formed his view about the essence of the Chosun society. Saito established the direction of the Politics of Chosun Governor-General based on the basics of `the mainland extension policy, derived from the Emperor`s Royal script. Its purpose was to realize Koreans` suffrage by the participation of Koreans at the Empirical Diet. This ruling principle of Saito had a different edge from the, then discussed, self-governing system or the mainland extension policy. The attempt to stabilize the Politics of Governor-General by securing the autonomy of Governor-General was sought out in mainly two ways. One was obviously to settle the rule over Chosun and her people, as it was the object of the Politics of Governor-General. The other problem occurred from within the Chosun Government-General. Saito had to accept the demand from `Haenuki` officials of Chosun Government-General, an important supporter, to divert governmental policies without damaging his own dignity as he had enforced the `Cultural Politics.` Both sides were related with Korean political participation issue. Saito found the solution in his ruling principle derived from the experience of his Chosun`s colonial rule: Chosun Suffrage Plan. This allowed the Governor-General Saito to maintain the framework of `Cultural Politics`, whilst appeasing Korean resistance and the demand for political participation, and thus stabilizing the colonial rule. On the other hand, he sought to compromise the demand of the Japanese government officials as well as to grant Korean political participation in the like mind as Japan`s local autonomy system. In the end, it meant solidifying the political autonomy of Chosun Governor-General.
