1960·70년대 사회보장심의위원회의 입법활동

국문 초록 (Abstract)

이른바 4대 사회보험법률의 제정이 고용보험법을 제외하고 모두 1960·70년대 군사정권에 의하여 이루어졌기 때문에, 우리나라 사회보험제도는 군사정부의 치적으로 인식되고 있다. 그런데, 군사정부에 의한 사회보험법의 입법은 정권의 정통성을 확보하기 위한 방편으로 행해진 측면이 있으며, 한국에서 사회보험제도가 실시될 수 있었던 데에는 사회보장심의위원회 연구위원들의 헌신적인 노력을 빼놓을 수 없다.
사회보장심의위원회는 1960·70년대 사회보장입법사에서 중요한 위치를 차지하고 있다. 특히, 산업재해보상보험법과 의료보험법 제정 시 사회보장심의위원회는 사전조사와 연구, 법안의 성안, 관계부처와 이익단체 및 정책결정자에 대한 설득작업 등 입법의 모든 과정에서 결정적인 역할을 하였다. 또한, 국민복지연금법 제정에 있어서도 KDI안에 대응하는 보건사회부안을 제시하는 등 중요한 역할을 수행하였다.
그러나 사회보장심의위원회 연구위원들의 헌신적인 노력에 대한 합당한 보상이 이루어지지 못하였고, 오히려 명확한 이유 없이 해고되는 등 불이익한 처우를 받았다. 지금도 자료와 기록의 멸실로 사회보장심의위원회의 활동이 제대로 부각되지 못하고 있는데, 지속적인 관심과 연구를 통하여 사회보장심의위원회의 역할에 대한 조명과 정당한 평가가 필요하다.

다국어 초록 (Multilingual Abstract)

Since all the so-called four major social insurance laws were enacted by the military regime in the 1960s and 1970s, except for the Employment Insurance Act, the Korean social insurance system is recognized as a military government achievement. However, the legislation of the social insurance law by the military government was carried out as a way to secure the legitimacy of the government, and the dedication of the members of the Social Security Deliberation Committee was essential to the implementation of the social insurance system in Korea.
The Social Security Deliberation Committee occupies an important position in the history of social security legislation in the 1960s and 1970s. In particular, in the enactment of the Industrial Accident Compensation Insurance Act and Medical Insurance Act, the Social Security Deliberation Committee played a decisive role in all legislative processes, including preliminary investigation and research, drafting the bill, and persuading relevant ministries, interest groups and policy makers. In addition, it played an important role in the enactment of the National Welfare and Pension Act, such as proposing the bill of the Ministry of Health and Social Affairs corresponding to the KDI bill.
However, no reasonable compensation was given for the dedicated efforts of the members of the Social Security Deliberation Committee, and rather, they were subjected to disadvantageous treatment, such as being dismissed for no apparent reason. Even now, the activities of the Social Security Deliberation Committee have not been properly highlighted due to the loss of data and records. It is necessary to illuminate and properly evaluate the role of the Social Security Deliberation Committee through continuous interest and research.
