EU 거버넌스 연구의 동향과 쟁점 = Issues and Trends of EU Governance Studies

This study aims to review the issues and trends of EU Governance studies. Two research projects, CONNEX and NEWGOV, funded by EU Commission during the first half of 2000s and carried by two academic consortiums of 78 European research institutes and universities, are main targets of analytical observation. According to this observation, recent studies on EU Governance are focused on two main questions: how to build up multi-level governance arrangements and to enhance the effectiveness of governance system ? Lessons from EU Governance studies are double. First,it may be opportune for Korean researchers also to launch multi-level governance study to respond successfully to the divergence of decision-making process in Korean public administration. Secondly, it’s necessary to conceive practical tools to overcome negative effects of participation, one of the pillars of governance, by way of enhancing accountability, democracy and effectiveness of governance arrangements.

국문 초록 (Abstract)

이 연구는 한국 행정학계에 상대적으로 잘 알려져 있지 않은 EU 권역에서의거버넌스 연구 동향을 일별하고 그 쟁점을 소개함으로써 한국 거버넌스 연구의좌표를 설정하는데 기여할 것을 목적으로 한다. 이를 위하여 이 글은 EU 집행부의 지원을 받아 23개 유럽 회원국과 78개 연구소 및 대학이 컨소시움을 구성하여 추진한 CONNEX와 NEWGOV, 두 연구 프로젝트의 대강을 살펴보며 거버넌스 연구의 동향과 쟁점을 정리하고 있다.
이 연구에 따를 때 EU 권역의 거버넌스 연구는 다층 거버넌스 구축방안과거버넌스 체계의 효과성 제고 방안에 모아지고 있는 것으로 보인다. 이러한 관찰이 한국의 거버넌스 연구에 시사하는 바는 두 가지이다.
첫째, 지금까지 대부분의 거버넌스 연구가 특정 단위 사업 또는 단위 지역에 서의 거버넌스 체계 구축방안을 모색하고 있다면 이제 다층 거버넌스 구조에대한 연구를 심화시켜 국가 거버넌스 체계의 구축방안을 모색할 필요가 있다.
둘째, 거버넌스의 미덕으로 간주되는 참여의 부정적 효과를 극복하기 위해서는 참여를 협력으로 전환시키는 방안과 아울러 거버넌스의 책무성과 민주성 등,거버넌스의 효과성을 증대시킬 수 있는 제 방안을 모색할 필요가 있다.
