한국 복지 사례관리 발달의 차별성 : 지역복지적 의미와 과제 = The Distinctive Development of Social Welfare Case Management in Korea : Community Welfare Implications and Future Tasks

국문 초록 (Abstract)

본 연구는 국내 사회복지 사례관리 확대와 발달의 특징을 지역복지적 관점에서 검토하고 향후 과제를 제시하는 목적으로 수행되었고, 국내 복지 사례관리가 지역복지적으로 어떠한차별성과 의미를 지니고 발달했는지를 문헌고찰과 이론적 논의를 통해 제시하였다. 주요 결과로서, 국내 사례관리는 공공과 민간 영역 모두에서 최근까지 적극적으로 확대되었으며, 특히 중앙정부 주도의 제도화와 공공 전달체계 내 사례관리 기능 확대라는 특징을 보여준다.
또한 한국의 사례관리는 당사자중심의 실천을 기반으로 하면서도 지역사회중심의 가치, 공공주도의 전달체계, 네트워크 기반 협업을 강조하며 발전해 왔다. 연구는 한국의 복지 사례관리가 많은 도전에도 불구하고, 매우 선명히 지역복지적 함의를 풍성히 지닌 채 발전해 왔음을 알려주었지만, 여전히 지역 간 실천환경의 격차 해소, 공무원을 포함한 실무인력의 전문성 제고, 지역자원 간 협업의 성숙, 지역사회 성과의 확인에 대한 연구와 투자 등의 과제가남아 있음을 제언하였다.

This study aims to examine the expansion and development of social welfare case management in South Korea from the perspective of community welfare and to suggest future tasks. Through a literature review and theoretical discussion, the study explores the distinctive characteristics and significance of Korean social welfare case management in relation to community welfare. The findings show that case management in South Korea has continued to expand actively in both the public and private sectors. In particular, its development has been characterized by central government-led institutionalization and the strengthening of case management functions within the public welfare delivery system. Korean case management has also developed by emphasizing client-centered practice, while simultaneously incorporating community-oriented values, public-sector-led service delivery, and network-based collaboration. The study indicates that, despite various challenges, social welfare case management in South Korea has evolved with clear and substantial implications for community welfare. However, several tasks remain, including reducing regional disparities in practice environments, enhancing the professional capacity of frontline practitioners including public officials, advancing collaboration among community resources, and expanding research and investment to identify community-level outcomes of case management.
