중앙정치와 지방정치 관계의 현황 및 평가 : 정치발전의 시각 the View of Political Development = The Situation and Evaluation on the Relationship Between the Central and the Local Politics

국문 초록 (Abstract)

본 연구에서 필자는 중앙정치와 지방정치의 관계를 정치발전론적 시각에서 분석 평가해 보았다. 정치발전론적 시각의 핵심은 권력관계의 민주화에 있다. 그러므로 중앙정치와 지방정치의 관계를 정치발전론적 시각에서 본다는 것은 중앙정치와 지방정치의 권력관계의 민주화문제를 분석 평가한다는 의미가 된다.
제도적이고 형식적인 차원에서는 지방정치가 지역 차원의 문제를 주도하는 것으로 되어 있지만 실제에 있어서는 중앙정치가 지방 차원의 중요한 문제를 좌우하고 있다. 예컨대 지구당 위원장선임은 지구당의 가장 중요한 문제지만 지구당 당원들이 자치적으로 결정하지 못하고 중앙당의 총재나 보스가 결정한다.
지방정치가 중앙정치에 종속되어 있는 현재의 권위주의적인 한국정치사회의 권력구조를 민주화하기 위해서는 지구당위원장의 실질적인 경선이 무엇보다도 필요하다. 이와 더불어 지방의회의원과 단체장의 정당후보 공천권을 해당 지구당의 당원들이 실질적으로 행사할 수 있도록 제도를 개혁하는 것도 시급하다.

다국어 초록 (Multilingual Abstract)

The thesis is the research and analysis on the relationship between the central and the local politics in the view of political development theory. The essence of the view of political development theory is to be democracified in terms of the relationship of political powers.
Therefore, the view of political development theory toward the relationship between the central and the local politics is the same as the degree of the democracified in the relationship between the central and the local politics.
Although the local politics seems to lead local district issues in the eyes of systems and structural forms, the central politics does, in fact. For instance, it is very important for local districts of political parties to elect the leader of the local districts, but the election cannot be delivered by the members of the local districts but by the boss or the president of the central body.
In order to be democracified out of the current authoritative political power structure, in which local politics just obey or follow the central politics, the local district leader should be elected by the votes of local district members ; as well as local councils and the leaders of local governments should be practically recommended by the members of the local districts. That is urgent.
