한국의 국제개발협력에 대한 국제정치이론 관점의 성찰 = 구성주의적 대안을 중심으로

다국어 초록 (Multilingual Abstract)

South Korea’s ODA (Official Development Assistance) features the multidimensional structuration of realist characteristics. Most of the recipients consist of countries with high economic growth rates. Another problem is that South Korea does not concentrate on assisting LDCs (Least Developed Countries). In addition, credit and tied assistance still account for much amount of South Korea’s assistance.
Under these circumstances, this paper puts forward a constructivist approach as a way to overcome the realist approach. It notes that assistance should be carried out on the basis of shared norms, identities, and interests between donors and recipients. This paper, at first, suggests a constructivist framework for international development cooperation comprising 6 steps producing issue, ripening issue, spreading issue, cognitive agenda setting, norm formation, engendering international development cooperation. Under this frame work, four policy alternatives are suggested to replace the realist policies: establishing assistance norms, convergence of identities and interests, increasing grants and untied aid and diminishing state-centric aid. The constructivist approach seems to be sustainable and feasible since it is equipped with the profound theoretical basis and possibility of satisfying recipients as well as donors.
