This study aims to investigate the origin and development of balanced regional development policies in South Korea during the 1960s and 1970s. Korea during this period is referred to as a ‘developmental state’ due to the government's proactive role in driving economic growth even within a market economy. While accepting this explanation, this study critically approaches the elements of Weberian state theory that traditional developmental state theory has presupposed. Instead, the study analyzes balanced regional development policies during this period from a ‘strategic-relational approach’, which understands the exercise of state power as a contest among various stakeholders and their strategies. According to this perspective, balanced regional development policies are (re)constructed through political and social processes rather than being pursued based on rationality and imperativeness.
The study will examine the origin of balanced regional development policies. After that, it will explore the local industrial complexes, which aim to foster underdeveloped areas, and the capital region decentralization policies, which aim to suppress overcrowded areas. The research questions are as follows. First, what were the reasons that balanced regional development policies could emerge in Korea's growth-oriented developmental state? Second, who were the stakeholders, what conflicts and issues arose during the process of balanced regional development policies, and what factors either drove or hindered these policies? Third, what significance does analyzing balanced regional development policies based on strategic-relational approach provide for the interpretation of Korea's developmental spatial planning?
In analyzing balanced regional development policies during the developmental state period, the strategic-relational approach offers the following perspectives. First, state power is exercised through the contest and competition of various social forces and their strategies, creating conditions favorable to certain forces and strategies, known as ‘strategic selectivity.’ Even the state system itself is not a single actor; various actors within state institutions are also involved in this dynamic. Second, since structural contradictions and strategic dilemmas inherently exist within capitalist states, if strategic selectivity manifests in one direction while ignoring dilemmas in the other, problematic situations can arise. Policy agendas and the common good can be constructed through political and social processes aimed at resolving or avoiding these problematic situations, not because of necessity and rationality. Their meanings can also be biased towards specific actors. This perspective contrasts with Weberian developmental state, which views the state as a rational and unitary actor separate from society. Third, as shown in the example of spatializing strategic-relational approach to state theory into ‘state/space theory,’ issues related to strategic selectivity can also manifest in spatial dimensions such as territory and scale. This can be particularly useful in the analysis of spatial planning and policies.
For analysis based on a strategic-relational approach, this study records and analyzes the development process of each case as microscopically as possible. The analysis of the timing and causes of the formation of balanced regional development policies is expanded in more diverse ways than in previous studies. However, in empirical analysis, it is often difficult to fully grasp the extent of strategic (or spatial) selectivity due to limitations of historical records. Therefore, the study indirectly infers the interests of social forces by analyzing the positions and strategies of agencies within state institutions and the strategic (or spatial) dilemmas they face, which are relatively easier to observe. The findings in the analysis are as follows.
First of all, the emergence of balanced regional development policies was influenced by regional uneven development centered around the Seoul-Busan Axis and the discursive and institutional introduction of regional and national planning. The formation of uneven development along the Seoul-Busan Axis resulted from Japan’s spatial strategy to gain geopolitical superiority over the Joseon Dynasty and successfully colonize it. After liberation, the developmental accumulation strategy pursued by the Park Chung-hee government further exacerbated regional inequality by intensively fostering growth poles along the Seoul-Busan Axis. Consequently, a critical perception of the excessive congestion in the large cities emerged, and the heightened sense of security crisis in the late 1960s provided a catalyst for the capital region decentralization policies. In regions like Honam, which were excluded from the developmental accumulation strategy, there was a growing desire for development and dissatisfaction due to neglect and discrimination. This regionalism was expressed through direct elections, compelling the ruling forces to present policy agendas concerning the development of underdeveloped areas while focusing on the developmental accumulation strategy. Meanwhile, although the discourse on national and regional planning had been experienced during the colonial period, the government's national development project, which attempted to create an industrial base and increase employment, and the international aid system, which encouraged regional planning as a major policy tool, served as a direct opportunity to accept national and regional planning. The new group of national and urban planning experts also actively participated in the government's early regional planning projects to ensure their group’s persistiveness and establish their field, contributing to the acceptance of regional planning. The institutional imitation of Japanese national planning, which preceded Korea, influenced the positioning of regional planning within the national planning system. Additionally, the influence of the US-UNDP aid system, which aimed to apply regional science to Korea’s economic and national physical development plans, resulted in the regional planning units being characterized as large-scale areas that are mutually exclusive yet collectively exhaustive. From its inception, Japan’s national planning pursued balanced regional development, and both the US and UNDP, while supporting the establishment of economic and national development plans in the late 1960s, also presented regional balance as one of their main goals.
Within the context of the above backgrounds, Korea's balanced regional development policies were formulated. From the early 1960s, developmental spatial planning characterized by growth poles development through regional imbalances was formalized, but at the same time, regional planning also introduced inter-regional balance as a secondary goal. By the mid-1960s, the perception that concentration in major cities due to regional imbalances was undermining economic efficiency and the perception to improve the stagnation of underdeveloped areas were presented as justifications for implementing balanced regional development policies. However, while the local industrial complex policies were initiated in the mid-1960s, the policy of restraining Seoul and the capital region was not implemented until the late 1960s, when even fears of a security crisis began to justify the decentralization of the metropolitan area. The 「First Comprehensive National Physical Development Plan」 in 1971 was a plan that integrated the logical foundations of balanced regional development established throughout the 1960s. However, as the widening regional disparities and social cleavages resulting from regional inequalities in the late 1960s became apparent in election results, this led to a political crisis for the regime. In response, the regime strengthened its authoritarian system through the establishment of the Yushin regime and inserted provisions on balanced regional development into the constitution, thereby granting hegemonic status to the value of balanced regional development. On the other hand, the Yushin regime considered that maximizing exports justified the regime, so it also used the discourse of balanced regional development declared as a constitutional value as a means of mobilizing gross product.
The local industrial complex policies, which aimed at fostering underdeveloped areas, were initiated as early as the mid-1960s as there were few social conflicts related to regulation. However, these policies faced fluctuations in implementation due to their competition with the developmental accumulation strategy. Under direct elections, political elites had to respond at the level of the campaign, so regional actors utilized regionalism to drive local industrial complex policies. On the other hand, the introduction of incentive zones to support the supply and activation of local industrial complexes took a long time to be implemented due to the competition among central government departments and opposition parties. The Economic Planning Board and the Ministry of Finance, wary of inefficiencies from excessive dispersal, argued that the benefits of incentive zones should be limited. Meanwhile, the opposition parties, which sought to gain support from underdeveloped areas while checking the administration, and the Ministry of Commerce and Industry (MOCI), which emphasized production expansion and fairness among businesses, advocated for stronger benefits of the incentive zones. The introduction of these zones was delayed due to the opposition's struggle against the regime's authoritarianism. Ultimately, the incentive zones were implemented with reduced incentives compared to the original plan. In the early 1970s, as food self-sufficiency became a major issue, competition emerged between the Ministry of Agriculture's land conservation policies and the MOCI's and Ministry of Construction (MOC)'s industrial development policies. As a result, local industrial complex policies, which had numerous inland locations with significant agricultural land loss and lower contribution to the developmental accumulation strategy, were greatly reduced. In 1975, a nationwide urban planning reorganization for agricultural land conservation was carried out, leading to a significant reduction in industrial areas in underdeveloped regions with relatively large agricultural lands. From the late 1970s, the MOCI argued that there was a shortage of industrial land, and the supply of local industrial complexes was once again activated. The MOCI focused on the role of local industrial complexes in terms of total resource mobilization rather than inter-regional equity and sought to gain an advantage in competition with the MOC over industrial location policies. In the revitalization phase of local industrial complexes, the central government's investment ratio increased, and the representativeness of elections weakened due to the Yushin regime. Accordingly, the expression of regionalism through competition between political parties did not appear significantly. However, regionalism-based territorial coalition formed in the 1960s still continued, such as the ‘Gwangju productive city movement’, but in cooperation with the regime, regional development was pursued through direct relationship formation with the central government.
The capital region decentralization policy, intended to alleviate congestion, became a focus in the late 1960s as security concerns rose, inherently involving complex conflicts and issues due to its regulatory nature. The initial controversy of the policy centered on the designation of congested areas. The MOC, as the main body of national spatial planning, considered all of Seoul as a congested area, while the Seoul Metropolitan Government classified only the northern part of Seoul as congested and adopted a policy to disperse the population from the northern to the southern areas, leading to conflicts. However, these policies did not function consistently. Due to political or economic reasons, the policy sometimes contradicted itself by promoting speculative urban development within the regulated areas. By the late 1970s, the President had unified the department responsible for the metropolitan population decentralization policy, resulting in the "(Basic) Plan for Relocating the Metropolitan Population". This plan defined the scope of the capital region as a regulated area and established five major hub cities across the country to accommodate functions dispersed from the capital region. Nevertheless, market players in Seoul, which are subject to decentralization, used self-rescue strategies to deflect the government's intentions, such as sticking to their position or minimizing relocation distance, and in some cases got government support. Government departments responsible for implementing the plan also showed passivity and did not achieve significant results. Moreover, the authority over industrial location became dualized between the MOC and the MOCI, leading to fractures in the capital region decentralization policy in the 1980s. Additionally, plans for developing alternative regions to accommodate functions dispersed from congested areas were pursued. The Banwol New Town project, despite concerns that it might cause horizontal expansion of congestion, was chosen as a development site due to its feasibility and business potential. However, as the dispersion from Seoul did not proceed smoothly as planned, the project partially lost its function as a receiving area. The Greater Asan Bay development plan was long proposed by the MOC as a receiving area for capital region dispersal and a location for iron and steel industries. However, it was canceled when land speculation by MOC officials' became known, suggesting that bureaucratic self-interest could be disguised as bureaucratic rationality. The administrative capital relocation plan began based on the President’s vision and was concretized by officials from the MOCI, who justified it as an economic efficiency measure. However, it was expected that enormous financial and social costs would be incurred to reorganize the spatial structure nationwide, and when the regime ended, the plan was completely scrapped. From regulating congested areas to developing receiving areas, The rationality of the developmental states to solve all this, was close to fantasy.
This study microscopically traced and uncovered the origin and development processes of Korea's balanced regional development policy during the developmental period. During this time, the balanced regional development policy held a subordinate position compared to the accumulation strategy prioritizing economic growth, and it was a political and social process involving complex strategic and spatial dilemmas and the interests of various social forces. The analysis of this study, based on strategic-relational approach, highlights the limitations of the Weberian approach to the developmental state theory and suggests the potential for utilizing strategic-relational approach in the empirical analysis of spatial planning.
