The aim of Korean housing policy from the 1960s to 1990s was the large-scale supply of apartment houses, representing 5 million houses. They were constructed through the mass production of apartment houses and housing units. As a result, apartment complexes have been experiencing social problems such as the collapse of the collective housing, the residential space of anonymity, and the collapse of the community, which has resulted in a lack of understanding between the neighbors. As the housing penetration rate has increased since the 1990s, the focus on apartment planning has focused on the value of apartment buildings and the quality of the housing, which has in turn increased the focus on the quality of urban life. Therefore, the Ministry of Land, Infrastructure and Transport introduced “A Comprehensive System of Community of Residents” to jointly plan and develop communities with residents.
Community of the Residents is planning to call a “Combination of Complex Community Facilities” to solve neighbors’ lack of communication and the inconvenience resulting from the separate distribution of welfare facilities, and to satisfy residents by building community facilities that actualize one-stop system. As the term “community” in “Combination of Complex Community Facilities” implies the community complex is intended to induce community awareness and activate the community.
The communities that are currently planned and operated are aimed at promoting community awareness. However, this focus is on improving the quality of public and welfare facilities rather than on the activation of an intangible community consciousness. The combination and the enlargement of facilities are an effort in such a direction, and the plan does contribute to increase the quality of life. However, the extent to which the community is activated based on the communication of the neighbors is limited.
The goal of this study is to examine the revitalization of community spirit among a community of neighbors that has been alienated from traditional communities. This revitalization has been realized through the development of community facilities that can be differentiated from traditional community.
