공동주택단지 내 공공보행통로의 주민 갈등 요소 분석을 통한 제도 및 계획적 개선방안 연구

국문 초록 (Abstract)

슈퍼블록을 형성하며 이루어지는 공동주택단지의 개발은 도시적 차원에서의 보행 연계성 및 접근성 등을 고려할 필요가 있다. 이를 위하여 공공보행통로의 조성을 의무화 하지만, 현실에서는 다양한 사회적 부작용을 야기하고 있다. 본 연구는 공동주택단지 내 공공보행통로로 인하여 야기되는 갈등의 요인을 판단하고 개선방안을 제안하는 것을 목적으로 한다.
먼저, 공공보행통로의 갈등을 야기하는 요인을 분석한 결과, 불미사건, 환경관리, 활동제약, 범죄안전으로 도출되었다. 이러한 갈등 요인들은 아파트 단지의 만족도, 공공보행통로의 만족도, 공공보행통로의 필요성 인식에 영향을 미치는 것으로 분석되었다. 특히 고성방가 또는 음주자와 같은 불미스러운 사건으로 인한 갈등은 위 세 변수에 모두 영향을 미쳤다. 즉 공공보행통로에서의 고성방가 또는 음주자 증가와 같이 불미스러운 사건들이 증가하면 주민들은 공공보행통로의 필요성에 의문을 가지게 되고 공공보행통로 뿐만 아니라 단지의 만족도에 영향을 미친다는 것을 의미한다. 공공보행통로 자체의 만족도와 필요성에 대해서는 불미사건 외에도 활동제약과 범죄안전이 영향을 미치는 것으로 나타났다. 반면 환경관리는 모든 반응에 걸쳐 미치는 영향이 미미한 것으로 분석되었다. 쓰레기를 치우고 시설을 보수하는 것과 같은 관리적인 측면보다는 불미사건, 활동제약, 범죄안전과 같은 이용적인 측면에서의 문제가 중요하기 떄문으로 판단된다.
또한, 공공보행통로의 안전 측면에 초점을 맞추어 범죄예방환경설계의 관점에서 실태를 분석하고 개선방안을 제안한다. 우선 지역 차원에서의 횡단보도와 같은 보행네트워크를 원칙적으로 구축하고 활성화 함으로써 각 공공보행통로의 정당성을 확보하도록 한다. 또한 법제도적 기반을 마련한다. 디자인 측면에서는 공공보행통로를 단지 외부 수준으로 인식하고 단지 내와의 영역성 구분을 도모하고, 공공보행통로에 인접한 주동은 안전 강화와 프라이버시 보호가 충돌하는 지점이므로 조경에 대한 치밀한 계획과 유지관리가 필요하다. 또한, 방범시설을 체계적으로 보완한다.

다국어 초록 (Multilingual Abstract)

The development of a apartment complex that forms a superb block needs to take into consideration of connectivity and accessibility at the urban level. For this purpose, it is obligatory to create a public walkway, but in reality it causes various social side effects. The purpose of this study is to determine the factors of conflict caused by the public walkway in the apartment complex and to suggest the improvement plan.
The factors causing the conflicts in the public walkway were deducted as the unfavorable incidents, environmental management, activity constraints, and crime safety. These conflict factors were found to affect the satisfaction of the apartment complex, the satisfaction of the public walkway, and the necessity of the public walkway. In particular, the conflicts caused by unfavorable events such as loud noise or drinkers affected all three variables. In other words, if the number of unfavorable incidents such as increases in drinkers in the public walkway increases, the residents question the necessity of the public walkway and it affects the satisfaction of the complex as well as the public walkway. Regarding the satisfaction and necessity of the public walkway itself, activity restriction and crime safety were found to affect also. On the other hand, environment
