It would appear that there is some similarities between the Korean occupational welfare system and the that of the advanced industrial nations. Each system seems to be considered by an integral part in it`s business community and the future prospects seem promising. However, similarities end there. The former enjoys an popularity as a result of it`s successful performance while the latter holds unwarranted popularity, for there are substantial amount of indications that it does not fulfill it`s proper function . The systematic study undertaken by the Korea Labor Institute in 1995 revealed a number of serious defects in the occupational welfare system in the Korean
industry in it`s function of profit-making. With a view to find reasons of the impotency and solutions, theories of occupational welfare and experiences of occupational welfare in the Western nations were throughly examined in order to come up with basic characteristics of occupational welfare. Four factors notably, degree of complement, efficiency, professionalization, and effectiveness were derived to used as an analytical framework. As consequences, the Korean occupational welfare system was turned out to have serious deficiencies in all four aspects. As for alternatives to be used for the purpose of remedy current structural problems, employee assistance program(EAP) which may address the problem with respect to degree of professionalization and efficiency. Cafeteria
plan(flexible benefit plan) that may redress the problem of degree of compensation and effectiveness were also suggested as a viable alternative.
