1997년 이후 지난 5년간 국내 경제는 엄청난 시련과 변화를 강요받았다. 많은 기업들이 문을 닫거나 닫을 위기에 처했고 그 결과 금융기관들의 부실채권이 눈덩이처럼 커지면서 금융구조조정이 불가피하게 되었다. 정부에서도 금융감독체계를 통합형으로 개편하고 금융기관의 구조조정 및 금융지주회사제도의 도입과 부실채권정리기금을 조성하는 등 금융구조의 개혁을 위해 노력하였다.
그러나 최근 국제 금융환경이 금융자유화의 확대, 금융기관의 대형화와 겸업화 추세, 국제적인 금융의 변동성 증가 등의 변화에 성공적으로 대처하기 위해서도 금융시스템의 보다 적극적인 개선이 시급한 과제가 되었다.
즉, 획일적인 통합형 금융감독체계로는 최근 금융변동성에 적절히 대응할 수 있는 사전적 금융안전망의 역할을 충분히 하기 힘들다. 따라서 금융시스템의 안정성을 높이기 위해서는 금융감독기관과 자산관리공사간의 금융정보의 밀접한 상호교류가 요청되며 일정한 금융감독기능이 예금보험기구에도 실질적으로 주어져서 부보대상금융기관에 대한 합리적인 예금보험의 운용이 가능하도록 해야 한다.
특히 사후적 금융안전망의 중심에 있는 예금보험제도의 안정이 중요하다. 이를 위한 예금보험기능의 강화방안으로는 첫째로, 예금보험기금의 건실성이 유지되어야 한다. 부실금융기관의 구조조정을 위해 공적자금을 투입하면서 발생한 예금보험공사의 엄청난 부채와 부실자산을 분리하고 시급히 예금보험제도를 정상화시켜야 한다. 아울러 예금보험료 책정에 있어서 차등보험요율의 적용을 통하여 금융기관의 건전성을 제고시키고 금융기관간의 실질적인 형평성의 원칙을 확립해나갈 필요가 있다. 둘째로, 예금보험공사는 금융부실의 신속한 사후정리를 통하여 금융위기의 확산 및 금융시스템의 건전성을 유지할 수 있도록 부실금융기관의 정리기능을 강화할 필요가 있다. 셋째로, 예금보험공사의 조직이나 운영에 있어서 금융정책당국의 과도한 영향력으로 예금보험제도가 왜곡되지 않도록 예금보험공사의 독립성과 지배구조가 개선되어야 한다.
사후적 금융안전망으로서 자산관리공사의 부실채권정리기금은 그동안 수행해 왔던 부실채권인수업무가 종료한 만큼 자산관리공사의 기능 개선이 모색되어야 한다. 우선, 부실채권정리기능이 인수업무의 종료에 따라 정리업무에 한정되고 부실채권규모의 감소로 향후 자산관리공사는 그동안 축적된 인력과 역량 (Know-How)을 통해 상시적인 부실채권시장을 형성 및 발전시키는 촉매로서 역할해야 한다. 다음은 금융기관별 부실채권의 인수보다는 대상기업별 부실채권의 인수를 통해 기업구조조정업무의 화대를 추진할 필요가 있다. 기업구조조정을 위한 CR시장이 제대로 형성되지 못하면서 부실기업의 구조조정이 지연되고 있는 만큼 자산관리공사가 공적인 성격에 민간적인 요소를 가미시켜 대규모의 기업구조조정기구로서의 새로운 역할을 통하여 금융안전망의 한 축을 담당해야 한다.
국내 금융시스템이 국제 금융의 높은 변동성에 대처하고 금융산업에 있어서의 국제적인 변화에 효과적으로 대처하기 위해서는 금융불안을 사전적으로 예방하기 위한 금융감독체계의 확립은 물론 예금보험공사와 자산관리공사의 사후적 금융안전망의 완벽한 체계구축과 실효성이 있는 운용을 위한 개선책 마련이 뒤따라야 할 것이다

The Korean economy has been forced into a series of painful changes since the 1997 economic crisis. A number of companies were driven to the brink of bankruptcy, which drastically increased insolvent credit from financial institutions, making financial restructuring inevitable. The Korean government strived to ensure an advanced financial system by: 1) integrating the financial supervisory system; 2) implementing structural reform, such as mergers and acquisitions, and disposal of inefficient banks; 3) setting up a temporary fund to handle insolvent assets as an ex-post, partial protection system; 4) putting in place a deposit insurance system; and 5) adopting a financial holding company system to enable domestic financial institutions to conduct business mergers in line with the global standard.
Today's international financial market is witnessing dramatic changes, ranging from financial liberalization, to M&As and expansion, to universal banking system, to international financial fluctuations. Successfully responding to the changes will require establishing a preventive supervisory system on the one hand, and improving the operation of the Korea Depository Insurance Corporation (KDIC) and the Korea Asset Management Corporation (KAMCO) as ex-post financial safety net on the other.
In reality, however, the existing uniform financial supervisory system and the ex-post financial safety net raises doubt about their effectiveness. Enhancing the stability of financial system would require: 1) promoting information exchange between supervisory agency and asset management agency; and 2) combining supervisory authority into deposit insurance agency.
To this end, first of all, the steadiness of deposit insurance fund needs to be maintained. This would require a normalized operation of KDIC, by separating KDIC from its insolvent assets and enormous debt arising from the public fund injection in financial restructuring. It is equally essential to promote soundness of, and ensure fairness and equity among financial institutions by applying the 'graded insurance rates' in appropriating premium. Second, KDIC should improve its performance in promptly disposing of inefficient institutions, with a view to preventing the crisis from expanding and maintaining the soundness of financial system. Third, the independence and innovative governance of KDIC are essential for an effective supervisory function. Excessive influence by the government authority would seriously undermine the transparency and objectivity of KDIC, and indeed the deposit insurance industry as a whole, which are the very prerequisite for their successful performance.
Now that KAMCO has served its purpose as an ex-post financial safety net, it is time to seek ways to diversify its function. First, KAMCO should build on its accumulated know-how and skilled personnel to facilitate the creation of an insolvent credit management market on a permanent basis. Second, KAMCO should seek to promote corporate restructuring by holding insolvent credit of the company in question, rather than that of financial institutions. Restructuring has been somewhat delayed due to the lack of Corporate Restructuring (CR) market. In light of this, KAMCO should serve as an important piller of financial safety net, combining its characteristics as both public and private organization.
