책임감리제도의 효율적인 감리방안에 관한 연구 = (A) study on the effcient supervision method in construction supervision system

국문 초록 (Abstract)

책임감리제도의 업무수행의 효율성을 제고하기 위하여 현행 책임감리제도의 문제점을 고찰하고 합리적인 개성방안을 제시함으로써, 국내 감리업체의 기술 경쟁력 향상 및 현장에서 고품질의 시공이 이루어 질 수 있도록 본 연구를 수행하였다.
본 연구로 도출된 사항을 요약하면 다음과 같다.
1. 감리업무의 정확성을 기하기 위해서는 건축법, 건설기술관리법, 주택건설촉진법등 여러 관련법의 내용이 달라 건축물에 따라 설계도면에 법규정이 명시되어야 한다고 본다.
2. 표준시방서는 날로 기술의 진보가 이루어지고 있는 현상황에서 이미 경제성 및 효용성등을 상실한 내용을 수록하고 있는 경우가 많아 자료수집 및 개정, 보급에 있어 전산System의 개발, 즉 internet의 적극 활용이 필요하다. 이를 위해서는 감리원의 정보처리능력향상과 감리회사의 투자가 요구된다.
3. 건축물의 동일부분에서 건축, 토목, 기계, 전기의 설계도의 내용이 달라 부실 시공의 원인이 되므로 설문조사 결과 설계감리가 필요하게 되었고, 감리원 인원배치시 설계감리원이 포함되어야 한다고 본다.
4. 효율적인 감리업무를 위해서는 감리원들에게 책임과 권한을 함께 주어야하고 공공건축물 감리현장에서는 감독관청의 공무원과 감리원의 명확한 업무분담이 이루어져야 한다고 본다.
5. 현행 감리원 배치기준은 특급, 고급감리원의 과다배치로 인한 부작용이 나타나고 있어 초급, 중급, 고급, 특급감리원의 균형있는 배치와 감리원의 경력 및 기술에 적합한 인원배치가 필요하다.
6. 감리수행시 애로사항에 대해서는 서류작성과다로 나타나 감리서류의 간소화가 필요하고 시공회사와의 업무조정능력 및 기술력이 필요한 것으로 나타나 감리원의 처우개선과 더불어 감리원의 자격이 강화되어야 한다고 본다.
7. 현재 논의 되고있는 C.M제도에 대해서는 설문조사 결과 책임감리제도의 틀내에서 미국등에서 시행되고 있는 C.M제도의 장점을 받아들여 국제화시대에 대응하여야 한다.
이상과 같이 문제점을 분석하고 개선안을 모색하였으나 책임감리제도가 정착되기 위해서는 제도나 규정의 보안과 더불어 시공사의 인식전환과 감리원의 의식이 개혁될 때 이룩된다고 사료된다.

To consider the efficiency of system operation under the liability supervision system, this study investigated for the high quality construction in field and engineering compotition improvement
The conclusions through the study are summerized follows.
1. The contents of law are must to be indicated in drawing
To be a accuracy of liability supervising, the unity necessity of law is proposed.
2. The genera specification is already recorded unnecessary contents.
The Development of computation by computer, application of internet is to be necessary.
For this, the data processing improvement of supervisor and investment of company is demanded.
3. In a question investigation result, it is to be necessatry design supervision for contents of architecture, mechanical enginering, eletrical engineering is not agreed and design supervisor are must to be arranged.
4. It was desired to give a responsibility and authority for the efficient supervison and an official and supervisor must to take shared of a role.
5. It is to be necessary to arrange a special grade, high grade, middle grade, begineer grade supervisor properly in a career and skill.
It is caused to be unefficient in a excessive special and high grade supervisor.
6. The demand in supervision accomplishing is caused to be excessive paper works and control, skill with a construction company.
The treatment and qualification is enfored to be tighten.
7. In a question examination result, it is to be provision against international competition. to accept a strong point of C.M in america under construction supervision system.

In conclution this study was tried to find a improvement guide through analysis of problem in current system, we expected that consciousness is reformed.
