It has been discussed that the improvement of educational quality is heavily based on various methodological issues of education. Especially in Korea, quality improvement of kindergarten education is essentially regarded as issues of institutional reform. In this line of arguments, using macroscopic approach, this study reviews issues concerning the educational reform, especially the national policies of Kindergarten education. This study also tries to find out current problems and some long-pending questions of kindergarten education in Korea. In addition, several practical recommendations are proposed to achieve the quality improvement especially focusing on four major issues, such as institutions, teachers, classroom environments, and evaluations. Results are as follows. First, admitting that the kindergarten education is the starting point of all future learning processes, government policies on kindergarten education should have the relative priority compared to other educational issues. Second, issues regarding the equality and the quality(?) attainment should be the primary goal of kindergarten education of the twenty-first century. Third, in the process of attaining quality improvement of kindergarten education, partnership among concerned parties is one of the most important issues. The highest quality of kindergarten education can be obtained if and only if the partnership among interest groups (such as parents, private companies, government, local society, and church) is well organized and coordinated. Especially, it is critical to ensure parents` participation to classroom activities. Fourth, the physical environments of educational institutions are a key factor of high-quality kindergarten education. For this matter, students` experience on everyday lives and natural environments should be emphasized as an important part of valuable learning processes. And finally, central and ` local governments should make great efforts to maintain the pool of good-quality teachers.
